Provisions on the administration of registration and filing materials of new cosmetic raw materials
Article 3 The application materials for registration of new cosmetic raw materials shall be based on scientific research and objectively and accurately describe the properties, characteristics and requirements for safe use of new raw materials.
The registrant, filing person or domestic person in charge of new cosmetic raw materials shall submit the registration materials of new cosmetic raw materials as required, and be responsible for the legality, authenticity, accuracy, completeness and traceability of the submitted materials.
Article 4 The registration application materials for new cosmetic raw materials shall use standardized Chinese characters published by the state. Except for registered trademarks, websites, patent names, names and addresses of overseas enterprises, and English abbreviations used in China's normative documents, materials in other languages shall be translated into Chinese in a complete and standardized manner, and the original text of the corresponding translation shall be attached.
Article 5 The signatures of the application materials for registration of new cosmetic raw materials shall conform to the relevant laws and regulations of China, and ensure that the signatures are complete and have legal effect. Overseas enterprises and other organizations that do not use official seals shall be signed by their legal representatives or authorized signatories. If the signature is authorized, the original power of attorney and the original notarial certificate shall be submitted, and the power of attorney shall specify the matters and scope of the authorized signature.
In addition to the original materials issued by government departments or relevant institutions, inspection and testing institutions, notary offices, etc. The registration and filing materials shall be stamped with the official seal page by page by the domestic registrant, the filing person or the person in charge in China. Users who use the official seal of electronic encryption certificate can directly stamp the official seal on electronic materials.
