the traditional manual tank cleaning method is to "steam the tank" with a large amount of steam, so that the condensate oil directly contacts with the steam, which melts the condensate oil and causes the loss of light components, thus destroying the quality of crude oil. COW method relies on cleaning oil to impact deposits. Due to dilution, dissolution and diffusion, the recovered crude oil will not form deposits in a short time. In the recovered crude oil, the water content is not increased, the wax content is reduced, and there is no sand or sundries.

COW process uses inert gas to control the concentration of oxygen and combustible gas in the tank, which avoids the potential hidden danger caused by static electricity generated by high-speed injection from the nozzle. After cleaning, the inspection and maintenance personnel can enter the tank for hot work maintenance. However, manual tank cleaning requires a large number of people to remove sediments in tanks with high concentration of oil and gas, which is easy to cause casualties. There are many vehicles pulling residual oil in and out of the oil depot, which increases the unsafe factors and causes pollution and hidden dangers to the environment in the reservoir area.
