The plan points out that when cultivating the industrial chain of hydrogen fuel cell vehicles, we should rely on independent membrane electrodes, stacks, systems and other products, rely on Guangzhou Development Zone, Foshan Nanhai High-tech Zone, Foshan (Yunfu) Industrial Transfer Industrial Park and other industrial parks, and focus on introducing core technologies on the basis of integrating the existing production resources of hydrogen fuel cells in Guangdong Province, so as to realize the goal of building a demonstration zone for the development of hydrogen fuel cell vehicles industry in Guangdong-Hong Kong-Macao Greater Bay Area as soon as possible.
At the same time, the "Program" clearly stipulates that the research and development of hydrogen fuel cell technology should be supported. In addition to the short-,medium-and long-term technological innovation goals led by the Science and Technology Department of Guangdong Province, special research on high-performance hydrogen fuel cell stacks and core components will be carried out, and R&D major projects such as hydrogen fuel cell stacks, membrane electrodes, DC/DC and other key components, catalysts, carbon paper (gas diffusion layer) and fuel cell power system integration and control, complete vehicles and so on will be funded after research and development, and at the same time, talents in related industries will be vigorously cultivated or introduced.
In addition, the Proposal also provides guidance for the large-scale popularization and application of hydrogen fuel cell vehicles, the popularization of hydrogen refueling stations and the improvement of industrial supporting facilities. The "Proposal" proposes to build 300 hydrogen refueling stations in the core area of the Pearl River Delta and the coastal core economic belt, and give certain subsidies to the construction of hydrogen refueling stations. Guangdong Provincial Finance subsidizes the hydrogen refueling stations with daily hydrogenation capacity of 500 kg or above, which were built and put into use before 2022 (calculated according to the gas charging capacity of compressors working every day 12 hours). Among them, it belongs to a comprehensive energy supply station integrating oil, hydrogen, gas and electricity, with a subsidy of 2.5 million yuan per station; Independent fixed hydrogenation station, each station subsidies 2 million yuan; Skid-mounted hydrogen refueling station, each station subsidies 6.5438+0.5 million yuan. Encourage urban areas to subsidize hydrogenation infrastructure construction according to actual conditions. The total financial subsidies at all levels shall not exceed 5 million yuan/station, and shall not exceed 50% of the investment in fixed assets of hydrogen refueling stations, and some provincial financial subsidies shall be deducted accordingly.
