1. Scope of application

On and after October 1, 2013, the following persons within the legal working age will be eligible for administrative compensation in this city: Entrepreneurial entities such as individual industrial and commercial households, small and micro enterprises, private non-enterprise units, social groups, and offices that are established for the first time in the region (excluding entrepreneurial entities that start a business by changing the legal representative or person in charge) can apply for entrepreneurial subsidies in accordance with regulations. . First establishment refers to the first time an entrepreneur registers an entrepreneurial entity within the administrative region of this city.

1. Unemployed people. Refers to the urban and rural registered unemployed persons in this city; non-permanent residents with household registration in this city who have participated in employee social insurance for 6 months or more in an employer in this city and registered as unemployed within the administrative area of ??this city; those who have registered residence in this city and meet the requirements before establishing an entrepreneurial entity. 2. College graduates. Refers to graduates from colleges and universities who have been unemployed within 5 years of graduation and were unemployed when establishing entrepreneurial entities (including college students serving grassroots projects, graduates from universities in Taiwan, Hong Kong and Macao who have returned from studying abroad), current students in the graduation year, and college students who have taken leave of absence from ordinary universities to start a business. Graduation year refers to the natural year of graduation, that is, January 1 to December 31.

3. Graduates from technical colleges. Refers to full-time graduates of senior technical schools and technician colleges who were unemployed when establishing an entrepreneurial entity, and who have obtained advanced or above vocational skill evaluation levels and preparatory technician professional qualifications within 5 years of graduation, as well as current students in the graduation year.

4. The population who have been lifted out of poverty and enjoy the policy (including those who are monitored and assisted to prevent return to poverty). Refers to the corresponding personnel registered and managed by the city's rural revitalization department when establishing an entrepreneurial entity, as well as the population in the eastern and western cooperation areas who have benefited from poverty alleviation policies.

5. Professional and technical personnel from public institutions who have left their jobs or started their own business on the job. Refers to the professional and technical personnel of the city's township and public institutions who take scientific research projects or results with them when establishing entrepreneurial entities, and leave their jobs or start a business on the job.

6. The employer in this city has continuously participated in employee social insurance for 6 months or more and filed for termination of employment with the original unit within 6 months after establishing the entrepreneurial entity, and transferred the employment and social security relationship to apply for subsidies. 2. Application conditions

1. Entrepreneurial entities founded by entrepreneurs within the scope of application must have obtained valid qualifications such as business licenses for more than 1 year, and when applying for subsidies The entrepreneurial entity is in normal operating conditions.

2. When applying for entrepreneurial subsidies, the entrepreneur must register for employment with the entrepreneurial entity and pay employee social insurance for 12 months or more. Entrepreneurial entities that create employment and pay employee social insurance for hired personnel for 12 months or more can increase subsidies. Among them, individual entrepreneurs without employees can establish an entrepreneurial entity and pay basic pension insurance for enterprise employees in our city as flexible employees for 12 months or more; the entrepreneurs themselves are ordinary college students who have taken a leave of absence to start a business and should apply for a leave of absence. According to the formalities, there is no need to apply for employment registration or pay employee social insurance; for professional and technical personnel of public institutions who leave their jobs or start a business on the job, the entrepreneur himself does not need to apply for employment registration and pay employee social insurance without the entrepreneurial entity.

3. During the subsidy application and review process, the legal person or person in charge of the applicant unit and its recruiters should be in the state of paying employee social insurance premiums.

4. Persons applying for entrepreneurial subsidies must be the legal representative or person in charge of the entrepreneurial entity. The same entrepreneurial entity (subject to the unified social credit code) or the same entrepreneur can only enjoy the entrepreneurial subsidy once.

3. Subsidy standards

For those who establish individual industrial and commercial households, private non-enterprise units, social groups, offices and other entrepreneurial entities, the entrepreneurial subsidy standard is 6,000 yuan; for those who establish small and micro enterprises , the entrepreneurial subsidy standard is 12,000 yuan. For those who meet the conditions for entrepreneurship to drive employment (excluding the entrepreneur himself), the subsidy amount will be increased based on the standard of 2,000 yuan per position and the number of jobs created when applying for the subsidy. The total amount of the above entrepreneurial subsidies shall not exceed 30,000 yuan.

IV. Sources of Funds

The funds required for entrepreneurship subsidies will be disbursed from the district (city) employment and entrepreneurship funds, and appropriate subsidies will be provided at the municipal level.

5. Application Procedure

1. Application. Entrepreneurial entities can apply on-site through the website of the Qingdao Municipal Human Resources and Social Security Bureau, or by holding the ID card of the person applying for the subsidy at any public employment and talent service agency within the city’s administrative region. Among them, graduates of colleges, technical secondary schools and technical colleges should also provide original graduation certificates; those who have returned from studying abroad and graduates of colleges and universities in Taiwan, Hong Kong and Macao should also provide the Ministry of Education’s academic certification materials; college students who have taken a leave of absence to start a business should also provide materials related to their leave of absence. ; Professional and technical personnel from public institutions who leave their jobs or start a business while on the job should also provide relevant materials on their separation agreements.

2. Review. The human resources and social security service center of the street (town) where the entrepreneurial entity is registered is responsible for the preliminary review, the district (city) public employment and talent service agency is responsible for review, and the district (city) human resources and social security department is responsible for approval. If there are any doubts in the audit, staff should be organized or a third-party agency should be entrusted to conduct verification via telephone spot checks, on-site inspections, etc. Each district (city) conducts review in 2 batches every month.

3. Allocate. The subsidy funds are allocated by the district (city) human resources and social security department to the basic bank account of the applicant unit, the bank account of the unit withholding and payment of social insurance premiums, or other bank accounts of the unit. Among them, for market entities such as individual industrial and commercial households, sole proprietorships, and one-person limited liability companies, subsidy funds should first be allocated to the unit's bank account. If it is indeed impossible to use the unit's bank account, the unit can issue a "personal account use authorization letter" from the person in charge of the unit. Afterwards, the funds will be transferred to the social security card bank account or other personal bank accounts authorized by them.

4. Information disclosure. The human resources and social security departments of each district (city) must disclose the implementation of relevant policies to the public on a monthly basis through department websites, government affairs websites and other channels, including the names of units enjoying the policies, lists of personnel, subsidy standards and specific amounts, etc., and accept social supervision.
