For the second form of online pursuit, only the police with operation code can enter the pursuit database. In public security, every policeman can have an operation code, so the second form of online pursuit is not limited to criminal police looking for information about pursuit.
3. If, as you said, a few scum of the public security are taking bribes and bending the law to indulge in crimes, then the families of the victims can report to the public security organ at the next higher level.
If you can't solve the problem by reporting to the public security organ at the next higher level, you can appeal to the local procuratorate. Because the procuratorial organ is the legal supervision organ in our country, the procuratorial organ has two special departments to supervise the investigation activities of the public security organs. One is "Investigation and Supervision Department (Section)" and the other is "Complaints and Complaints Department (Section)".
What the police fear most is the prosecutor, because the prosecutor can arrest the police. Therefore, if reporting to the public security department at a higher level cannot solve the problem, you can report it to the local procuratorate. As far as this case is concerned, I suggest you try your best to reflect to the public security and solve it internally.
Five, as far as this case is concerned, can't bring a lawsuit to the court. Because the case is still in the investigation stage, the investigation is not over yet.
