Recently, we found that someone forged the documents and official seals of the State Planning Commission to cheat, which caused extremely bad influence and serious consequences in society. In order to maintain the image of government agencies, prevent lawless elements from disrupting economic order, and prevent relevant regions and units from being deceived, relevant matters are hereby notified as follows:
1. Since 1998, our commission has never issued any documents on oil purchase procedures and production distribution plans of oil enterprises. The recently discovered "the State Council Document Notice (No.42)" and "People's Republic of China (PRC) State Planning and Development Commission" are forged.
2. It is illegal for any unit or individual to tamper with or forge the documents and official seals of the State Development Planning Commission. Local planning, price departments and relevant units should be highly vigilant.
