7. Strengthen organizational leadership and effectively ensure the solid advancement of the rule of law

28. The construction of the rule of law is carried out under the unified leadership of the Municipal Party Committee. The Municipal Party Committee's Leading Group for Rule of Law, as the deliberative and coordination body of the Municipal Party Committee, regularly studies and solves major issues in the construction of the rule of law. The leading group office must perform the responsibilities of planning and guidance, organization and coordination, supervision and inspection, assessment and acceptance, summary and evaluation, and promote the solid development of various tasks in the construction of the rule of law. Each county (city, district) must establish corresponding leadership agencies to strengthen organizational leadership, scientific planning, overall coordination, supervision and guidance for rule of law construction, and ensure that all tasks of rule of law construction are implemented to the letter. Increase funding guarantees and actively create necessary conditions for the construction of the rule of law.

29. Establish a working mechanism. Establish six special joint meeting mechanisms. The first is to establish a legal supervision joint meeting mechanism, led by the Legal Affairs Committee of the Municipal People's Congress Standing Committee, to study and promote the supervision and inspection of the implementation of laws and regulations. The second is to establish a joint meeting mechanism for administration according to law, with the municipal government’s Legal Affairs Office taking the lead to coordinate and promote administration according to law. The third is to establish a fair and judicial joint meeting mechanism, led by the Political and Legal Committee of the Municipal Party Committee, to coordinate and promote strict law enforcement and fair justice by political and legal agencies. The fourth is to establish a legal administrative joint meeting mechanism, led by the Municipal Industry and Commerce Bureau, to coordinate and promote market entities to operate in accordance with the law. The fifth is to establish a joint meeting mechanism for the construction of grassroots democracy and the rule of law, with the Civil Affairs Bureau taking the lead to organize and carry out the work of grassroots democracy and the rule of law. The sixth is to establish a joint meeting mechanism for law popularization and law-based governance, with the Municipal Justice Bureau taking the lead to coordinate the promotion of law-based governance, legal education, legal culture construction and grassroots rule of law. The six special joint meetings implemented a project-based management model to identify a number of key work projects that are highly motivating and can produce cumulative effects, and use key projects to drive the overall level of rule of law construction to continuously improve. Each county (city, district) must establish a corresponding coordination and promotion mechanism to form a work pattern with top-down linkage, strong coordination, and efficient operation.

30. Strengthen supervision and assessment. The Office of the Municipal Party Committee’s Leading Group for Rule of Law should strengthen its research and guidance on the city’s rule of law construction, go deep into the grassroots and the front line, and keep abreast of the progress of grassroots rule of law construction. Determine a number of pilot projects for rule of law construction at different levels and types. In accordance with the work ideas of practical exploration, breakthroughs at the grassroots level, pilot projects first, and summarizing experience, we must adhere to typical examples and point-to-point guidance to explore and form a new paradigm for rule of law construction. Research and formulate a scientific and reasonable assessment and evaluation index system for the construction of the rule of law, regard the promotion of long-term construction of the rule of law as an important part of the assessment and evaluation work, give full play to the leverage of assessment and evaluation, accelerate the pace of the construction of the rule of law in our city, and implement the "Fifth Five-Year Plan" strategy and accelerate transformation and leap-forward , take the lead in creating a good legal environment.
