(1) Persons who meet the following conditions can register for the National Judicial Examination:
1. Have Chinese People’s *** and nationality;
2. Support the "Chinese People's Democratic Republic and the National Constitution" and enjoy the right to vote and be elected;
3. Have full capacity for civil conduct;
4. Comply with the "Judges Law" , the academic qualifications and professional conditions stipulated in the "Prosecutors Law" and the "Lawyers Law";
5. Good conduct.

First, have a bachelor's degree in law from a higher education institution or above, or a bachelor's degree or above in other majors from colleges and universities, and have legal professional knowledge;
Second, autonomous counties (banners) under the jurisdiction of provinces, autonomous regions, and municipalities directly under the Central Government, counties (banners) under the jurisdiction of autonomous regions, and autonomous prefectures Counties under their jurisdiction; key counties for national poverty alleviation and development work approved by the State Council; cities, districts, counties, county-level cities, and municipal districts under the Tibet Autonomous Region can relax the academic requirements for registration to a junior college graduate in law from an ordinary institution of higher learning. Have obtained a junior college degree or above in law or a bachelor's degree or above in non-law majors; or have obtained certificates of qualification for 14 law courses in the college class of the All-China Lawyers Correspondence Center; or have engaged in legal work in political and legal or other departments or social groups before the end of 1996 and obtained a certificate from the Ministry of Justice The "Junior College Graduation Certificate" of the adult higher education law major that has been approved or approved by the Department of Justice (Bureau) of the province, autonomous region, or municipality directly under the Central Government.
The above-mentioned institutions of higher learning, according to the provisions of Article 68 of the Higher Education Law, refer to universities, independent colleges and colleges, including higher vocational schools and adult colleges.
(2) Anyone under any of the following circumstances shall not register to take the exam; if registration procedures have been completed, the registration will be invalid:
1. Having received criminal punishment for intentional crimes;
2. Being dismissed from public office by state agencies;
3. Having a lawyer's practicing certificate revoked;
4. According to The "National Judicial Examination Implementation Measures (Trial)" (Article 18) stipulates that those who have been criminally punished for intentional crimes. According to Article 18 of the Trial Implementation), those who have been sentenced to fixed-term imprisonment of less than 2 years shall not register to participate in the national judicial examination if the time limit has not expired; or those who have been sentenced to life imprisonment shall not register to participate in the national judicial examination.
Explanation on the issue of academic qualifications for judicial examination registration
The recognition, management and interpretation of academic qualifications and student status are the functions of the national education administration department. It is inconvenient for the Ministry of Justice to explain the types and validity of academic qualifications. According to legal provisions and the relevant regulations and interpretations of academic qualifications by the education administrative department, the scope of academic diplomas recognized by the state is (1) private colleges and universities, adult colleges and universities approved by the national education administrative department that are qualified to hold academic education. Academic certificates issued by colleges and universities and ordinary colleges and universities (including scientific research institutions that train graduate students); (2) Academic certificates issued by higher education self-study examinations in provinces (regions) authorized by the Higher Education Self-study Examination Committee to organize academic education; (3) Academic certificates issued by the Academic Degrees Committee of the State Council; (4) Distance (online) education graduation certificates issued by ordinary colleges and universities approved by the Ministry of Education to implement online education pilots; (5) The Ministry of Education, the General Staff Headquarters, and the General Political Department in accordance with the "Chinese People's Liberation Army" Graduation certificate issued by "Interim Provisions on the Management of Academic Certificates of Institutions".
When organizing registration for the national judicial examination, judicial administrative agencies can only make determinations in accordance with the provisions of the law and the competent education department.
