Article 6 Ethnic townships should strengthen the construction of socialist spiritual civilization, democracy and legal system, adhere to and develop socialist ethnic relations of equality, unity and mutual assistance, take effective measures, take the initiative to do a good job in ethnic unity in ethnic townships, and maintain social stability. Seventh relevant state organs at higher levels should actively help ethnic townships to formulate practical economic and social development plans and plans to accelerate the development of various undertakings in ethnic townships.

The people's governments at the county and district levels shall solicit the opinions of ethnic townships in advance when formulating policies and deciding important issues. Eighth central, provincial and municipal preferential policies for ethnic townships, the relevant departments should conscientiously implement. Chapter II Economic Construction Article 9 People's governments at higher levels shall, according to different situations, give guidance to ethnic townships, give support in terms of funds, technology, talents and materials, take care of taxes and bank loans, and help and guide ethnic townships to become self-reliant and develop their economies. Tenth city and county people's governments and relevant departments shall list special funds to support and help ethnic townships to develop infrastructure such as water, electricity, roads and communications. Sixteenth cities, counties and districts should take care of ethnic townships when arranging various special funds. Township enterprises established in ethnic townships should give strong support in terms of capital, technology and talents, and banks should take care of credit.

The income tax of newly established township enterprises in ethnic townships shall be implemented according to the Notice of the People's Government of Yunnan Province on Enterprise Income Tax Reduction and Exemption [94] No.84. Seventeenth ethnic townships have the right to give priority to the rational development and utilization of resources in their own ethnic townships according to law. People's governments at higher levels and their relevant departments should actively help ethnic townships attract investment, organize relevant experts to inspect and plan the resources of ethnic townships, and create conditions for their economic development. Chapter III Social Undertakings Article 19 The municipal, county and district people's governments shall increase the special funds for ethnic education in the education funds in proportion to the growth of fiscal revenue every year. The education administrative departments of governments at all levels should take care of ethnic townships when arranging normal education funds.

In ethnic natural villages that are more than three kilometers away from schools and recruit more than 10 students, schools or boarding small classes will be opened before the end of 1996, so that more than 80% of children in ethnic villages will gradually receive preschool education. Twentieth ethnic townships should do a good job in literacy work with the help and guidance of the county people's government and the municipal and county education administrative departments.
