20 13 how about working abroad?
Since 2006, 12 18 villagers living in mountainous areas of Nanhua County have successively gone to Japan, Mauritius, United Arab Emirates, Singapore and other countries to work. Why can they go abroad? What happened after they went out?
Not long ago, reporters went to South China for an interview and investigation, and recorded their stories of staying in foreign countries.
Earn a ticket and change your mind.
The reporter interviewed Luo Zexiang who had worked in Mauritius.
Luo Zexiang is a young Yi woman from a poor village in Luowuzhuang Town. She was one of the first organized workers to work in Mauritius. After more than two months of study and training, I officially went to Mauritius in June 2002 and signed a three-year employment contract with a garment factory. "Although working abroad is hard, I am very happy," Luo Zexiang said. "Within a few months of arriving in Mauritius, I sent $2,000 to my family. It's not easy for a girl with only junior high school education like me to find a job of 2000 yuan in Yunnan, so the partners I go with cherish the opportunity to go abroad. I am full of energy when I think that sending money to my family can help my parents do a lot of things. "
In a blink of an eye, the three-year employment contract expired. In July 2005, Luo Zexiang returned to his hometown with more than 40,000 yuan accumulated in three years. Seeing that her parents used the money sent back by her to build six big two-story tile houses, a TV and stereo in the living room and a canteen at home, her heart was full of sweetness. Today, Luo Zexiang has opened a department store in the market town, and his business is booming.
Ba Yiqiong, from Shijiayuan Group of Yun Xi Community in Longchuan Town, is a laborer in Nanhua County and went to Japan in 2003. Bajiong said: "In Japan, I not only broadened my horizons, but also thought about how to do more with the money at hand." After returning from Japan in 2006, Bayiqiong used the accumulated 654.38+million yuan as the start-up capital. After consulting with his family, he decided to contract an orchard in the suburb of Nanhua County and start "304 Farmhouse".
Bayiqiong attaches great importance to the "foreign" management concept of farmhouse music. She said that rural restaurants in Japan are both hygienic and affordable, so "304 Nongjiale" has always attached great importance to service quality and environmental sanitation and opened up a better market. Ba Yiqiong said: "In recent years, the business of 304 farmhouse has been very good. At that time, there were more than 0/00 people a day, and the monthly turnover was about 40 thousand. The average annual profit is 654.38 million yuan, and the annual tax payment is more than 20,000 yuan. But also absorbed 13 rural surplus labor to work in farmhouses. "
Migrant workers "earned tickets and changed their minds" when they went out. With the accumulation of capital and technology, they returned to their hometowns to start businesses, and most of them became the leading geese in rural areas. According to the relevant person in charge of the county, young people like Luo Zexiang and Ba Yiqiong who got rich by working have played an exemplary role. Up to now, more than 150 people have started their own businesses for the second time, some have set up a farmhouse leisure park, some have opened a cold drink shop, some have bought a car to walk instead of walking, some have opened a restaurant, and some have opened a clothes dry cleaner. Ma, director of the Agricultural Office of Nanhua County Committee, said tomorrow morning that the per capita annual income of migrant workers in Nanhua County is more than 30,000 yuan, and the production and living conditions have been greatly improved, achieving the goal of getting rid of poverty and becoming rich. Famous poor households have begun to impress their neighbors by going out to work.
Pay back the money while working.
Lu Juqiong, a villager in Hongtupo Town, Nanhua County, dreams of having the opportunity to work in Japan.
She said: "Our village is more than 0/00 kilometers away from Nanhua County/KLOC. It is not easy for villagers to go to the county seat at ordinary times. I heard that I was selected to work in Japan with a monthly salary of more than 4,000 yuan. The news suddenly exploded in the whole village. " Lv Juqiong is one of the third batch of migrant workers in Japan jointly launched by Nanhua County Human Resources and Social Security Bureau and Yunnan International Economic and Technical Cooperation Company. Like her, there are 20 rural youths selected to work in Japan this time. However, before leaving for Japan, a new problem faced them. The cost of going abroad of more than 8,000 yuan became a hurdle for 20 rural youths. It is difficult for most rural families to raise more than 8,000 yuan to send their children out to work.
It is understood that the county human resources and social security bureau, after learning that most young migrant workers have difficulties in this respect, actively helped them guarantee bank loans and adopted the method of repaying while working, which effectively solved the problem of difficult travel expenses for migrant workers. After more than three months of Japanese and skills training, Lu Juqiong became one of the third batch of migrant workers in Nanhua County, and signed a three-year employment contract with Shizuoka Prefecture, Japan.
After solving the problem that there is no "threshold fee" for villagers to work in cities, the county sent migrant workers to Japan, Mauritius, United Arab Emirates and other places in batches. It has driven the labor export of this county from scratch, from small to large, from home to abroad, from physical strength to skills, and has experienced many tempering and changes. Since 2006, Nanhua County has paid great attention to the transfer of rural surplus labor force and built a brand of labor export in South China, * * * transferring rural surplus labor force 124587 person-times, * * * exporting overseas laborers 12 18 person-times, including 266 Japanese, 850 Mauritians, 74 UAE and 28 Singapore. This move was designated by the Provincial Department of Commerce as a demonstration county for labor export in Ministry of Human Resources and Social Security and the first "base county for overseas labor service" in Yunnan Province.
Adhere to training before exporting.
According to the Agriculture Office of the Provincial Party Committee, last year, Yunnan Province implemented the special action plan for rural labor transfer and employment, with a total of 7.9 million rural laborers transferred, and the per capita wage income of farmers reached 930 yuan, an increase of 245 yuan or 35.8% over 2009. In the province's labor export work, Nanhua, which does not have innate advantages, has become a "brand of working abroad", mainly thanks to the practical measures of the county's service enterprises and migrant workers.
In the past, many surplus laborers in South China adhered to the concept of "everything is fine at home, everything is worrying when they go out" and "a nest of gold and silver is not as good as their own nest of grass", and they were unwilling or afraid to work in other places. To this end, Nanhua county regards strengthening propaganda and actively guiding the change of ideas as the key link to promote the export of labor services, and has carried out a series of pre-training to break through the shackles of traditional ideas and slowly open up the situation of exporting labor services to the outside world. In Nanhua County, human resources, social security, agriculture, poverty alleviation, education and other departments cooperated with each other, and went deep into village committees (communities) to carry out training in labor contract law, employment promotion law, labor dispute mediation and arbitration law, safety knowledge and professional ethics, which effectively solved the problems of difficult training for township organizers and low employment rate after training.
At the same time, it is also the highlight of labor export in Nanhua County to insist on training before exporting, and to strengthen labor skills training and expand skills export as a way to improve the competitiveness of the labor market. In view of the characteristics of high standards, strict requirements and strong technology in the export of overseas labor services, relying fully on the overseas labor training school of Yunnan International Economic and Technical Cooperation Company, we have conducted intensive skills training for qualified overseas laborers for more than three months, and carried out professional skills appraisal to realize the transformation of labor services export from primary physical strength to skill and intelligence, and continuously improve the employment competitiveness of the exporters. The employment rate of training has reached 100%, and the per capita monthly income has reached more than 2,500 yuan.
According to the survey, in recent years, Nanhua County has implemented a special action plan for rural labor transfer and employment, which not only increased the income of urban and rural workers, but also mastered certain skills. However, because a large number of surplus labor force went out, it brought seasonal labor shortage to industry and agriculture in Nanhua County, which made it difficult to recruit workers, and affected local agricultural production, agricultural science and technology popularization, agricultural industrial structure adjustment and agricultural industrialization process to some extent. Secondly, the surplus laborers who go out generally have low academic qualifications, and most of them have less than junior high school education, have not received special skills training, are not suitable for market demand, and lack competitiveness in the process of market employment; In addition, it is a common problem for migrant workers to seek medical treatment.
