Interim Provisions of Henan Province on Encouraging Overseas Students to Work in Our Province

Article 1 In order to encourage overseas students to work in our province and promote opening up and economic development, these Provisions are formulated in accordance with relevant state regulations. Article 2. Overseas students who have obtained college education or above in foreign countries and institutions; Overseas students who have gone abroad at their own expense and obtained college education or above will be given preferential treatment and proper placement in accordance with these regulations when applying to work in our province. Article 3 The Provincial Personnel Department is the functional department that comprehensively coordinates overseas students to work in our province, and its subordinate overseas students' workstations are responsible for the reception and service of overseas students.

Education, foreign affairs, foreign economics, science and technology, finance, public security and other departments shall, according to their respective responsibilities, cooperate with the personnel department to do a good job in the placement and service of returned overseas students. Article 4 Personnel sent to work in our province shall provide their passports, academic certificates, degree certificates, transcripts and copies of papers. Students studying abroad at their own expense must provide proof of their own country's embassy or consulate, as well as proof of their academic qualifications (if there is no academic qualifications, they can be recognized by the Provincial Department of Education). Article 5. Overseas students sent by the state or institutions should return to their original units to arrange work. If they don't meet their major, they are allowed to adjust their work according to their own wishes and expertise. Overseas students who come to work in our province at their own expense and from other places can be assigned by the personnel department according to their own wishes, or they can contact the selection unit by themselves through various channels. Employers should actively select returned overseas students according to the needs of work and production. Article 6 Returned overseas students may work in enterprises and institutions of the whole people and collectives, or in private, foreign-invested enterprises or private scientific and technological institutions. Returned overseas students working in foreign-invested enterprises, private scientific and technological institutions and private enterprises may, at their own request, keep their personnel files by the personnel exchange institutions affiliated to the personnel department. Article 7 Returned overseas students may introduce or use foreign funds and scientific and technological achievements for technology transfer, technology contracting, technology cooperation and technology shareholding; Scientific and technological entities and enterprises can be founded by themselves or jointly; You can invest in the name of an individual or a company registered outside the country (territory), and invest in enterprises in the form of foreign exchange, which can be implemented with reference to the preferential treatment enjoyed by foreign investors.

Encourage overseas students to come to our province for short-term work in the form of lectures, consultation, guidance and visits. Article 8 Relevant departments and units shall give priority to the examination and approval of applications for scientific research projects and production licenses for high-tech products by scientific and technological entities and enterprises jointly organized by returned overseas students. Major scientific research projects and topics issued by the state and the province should give priority to overseas students, and the relevant departments of the province should give priority to their research funds. Ninth provinces set up "Henan Province Overseas Students Research Fund". The fund is based on the scientific research funds for overseas students issued by the state and consists of annual allocations from the provincial finance. Encourage relevant parties to sponsor or donate through overseas students. The international student fund is used for scientific research or technological development of international students. Tenth overseas students working in enterprises can implement the joint effect wage system, and pay according to the joint effect benefits after the project is put into production. The part exceeding the original total salary can be included in the cost, not included in the total bonus of the unit.

International students introduce projects and scientific research achievements from abroad and make contributions to economic construction. Industrial projects, agricultural projects and high-tech projects with annual new profits of more than one million yuan, more than 500,000 yuan and more than 800,000 yuan shall be calculated at 5% to 7% of the new after-tax profits, and shall be extracted at one time. For the projects completed by individuals, all bonuses will be sent to me; For collectively completed projects, 50% of the bonus will be given to the first major finisher.

The overseas students who have made outstanding contributions shall be commended and rewarded by the provincial government. Eleventh overseas students who come to work in our province may come to settle or work in our province regularly or irregularly according to the principle of freedom of coming and going. Those who want to leave the country again can enter and leave the country again as long as they have a valid passport and a re-entry visa for China. Twelfth at their own expense to study abroad to work in our province, by the competent department of the receiving unit submitted to the Provincial Department of personnel for the relevant examination and approval procedures; Returned students go to the public security department for permanent residence with their passports and certificates issued by the personnel department, and short-term staff go to the public security department for temporary residence with their own certificates. Thirteenth units receiving overseas students should actively receive and arrange overseas students. If it is limited by employment indicators and salary plans, you can apply to the personnel department to supplement it. Anyone who needs to be hired as a professional and technical post at or above the intermediate level, according to the prescribed procedures and approved by the Provincial Personnel Department, can be listed as a single post, not limited by the number of posts in the unit; Outstanding performance, can be promoted. Fourteenth overseas students, on-the-job personnel to study abroad and work years after graduation from university, continuous calculation before and after going abroad to work; Overseas students who have been sent abroad to study for master's and doctoral degrees will return to China and obtain master's and doctoral degrees within the prescribed time limit, and the study period can be calculated as the length of service; Going abroad to study for a doctorate at one's own expense, and working personnel studying for a master's degree, the number of years of studying for a doctorate or master's degree can be calculated as the length of service. Fifteenth overseas students to settle in our province, their spouses and children can move with them. Spouses and children under the age of 16 or in high school are originally rural hukou, and the provincial personnel department shall go through the examination and approval procedures, and the city capacity increase fee shall be exempted. Children who are attending school are arranged by the education department to attend school.
