9. Personnel information: appointment and removal of important personnel;

10. Emergency plan, early warning information and emergency response;

Open government information that belongs to voluntary disclosure through the portal website of this bureau, provincial government bulletin, agency logistics magazine, newspapers, radio, television and other media; Set up consulting places in the bureau archives to facilitate citizens, legal persons or other organizations to obtain government information.

(3) Time limit for publicity

Government information that belongs to the scope of voluntary disclosure shall be made public within 20 working days from the date when the information is formed or changed. Where there are other provisions in laws and regulations on the time limit for government information disclosure, those provisions shall prevail.

(4) Methods of obtaining information

1. Log in to the "Government Information Disclosure" column on the homepage of our portal, browse or use the search tool to find it.

2. Obtain government public information in the consulting places set up by the archives of this bureau, or obtain relevant government information through government bulletins, press conferences, newspapers, radio, television and other media.

Two. According to the application (implemented on May 1 2008)

In addition to the above-mentioned voluntary disclosure of government information, citizens, legal persons and other organizations can also apply for access to relevant government information according to their own special needs such as production, life and scientific research. When the bureau provides information according to the application, it does not process, count, study, analyze or otherwise process the information.

(1) application method

The applicant holds a valid identity document and applies in the following ways:

1. Apply through the Internet

Applicants can log on to the portal website of the bureau to fill in and submit the electronic version of the Application Form for Government Information Disclosure of the Administration Bureau of Fujian Provincial People's Government (hereinafter referred to as the Application Form).

2. Written or oral application

Applicants can download the application form from the portal of our bureau or receive the application form from the accepting institution, fill it out and send it to the accepting institution (if applying by letter, please indicate the words "government information disclosure application" on the back of the envelope; If the application is made by telegram or fax, please also indicate the words "government information disclosure"); If it is really difficult to use written form, you can apply orally, and the accepting institution will fill in the application form on your behalf, and the applicant must sign or seal it in person for confirmation; Telephone application will not be accepted.

(2) Accepting institution: Office of Provincial Organs Administration Bureau.

Consultation time: Monday to Friday, except legal holidays.

(3) Application processing

The accepting institution shall register after receiving the application form, and if it can reply on the spot, it shall reply on the spot; If you can't answer on the spot, you can give the following reply in writing or other forms within 15 working days from the date of registration:

1. If it belongs to the public scope, inform the applicant of the ways and means to obtain the government information;

2 belong to the scope of non disclosure, will inform the applicant and explain the reasons;

3. If it does not belong to the public scope of this organ according to law, inform the applicant of the public organ and contact information of the information;

4. If the government information applied for disclosure does not exist, inform the applicant;

5. If the application content is not clear, the applicant will be informed to make changes and supplements;

6. If it is really necessary to extend the reply period, the applicant shall be informed with the consent of the competent leader, and the longest extension of the reply period shall not exceed 15 working days;

7. If the government information applied for disclosure involves the rights and interests of a third party, it shall solicit the opinions of the third party, and the time required for soliciting opinions shall not be counted in the time limit.

(4) charging standards

To provide government information according to the application, no other fees are charged except for retrieval, copying and mailing. The cost standard shall be implemented in accordance with the relevant provisions of the state and the province.

Citizens who apply for the disclosure of government information do have financial difficulties. With relevant certificates, upon their own application and approval by the person in charge of the government information disclosure agency, they can reduce or exempt the relevant expenses.

Three. Supervision methods and procedures

Citizens, legal persons or other organizations think that this organ fails to fulfill the obligation of government information disclosure according to law, and may report to the superior administrative department, the supervisory organ or the competent department of government information disclosure; If it is believed that the specific actions of this organ in the work of government information disclosure infringe upon its legitimate rights and interests, it may apply for administrative reconsideration or bring an administrative lawsuit according to law.
