In order to fully implement the talent development plan, accelerate the strategy of "strengthening the city with talents", help Puyang catch up with development, build a prosperous, harmonious and beautiful new Puyang, and provide strong talent support and intellectual support, according to the spirit of "Measures for Introducing Highly Educated Talents in Puyang City (Trial)" (Puban [2010] No.56), after research, it is decided to openly introduce 380 urgently needed highly educated talents to the society. The relevant matters are hereby announced as follows:
I. Scope and objectives of introduction
Full-time doctoral students, full-time master students in "2 1 1 Engineering" colleges, master students studying abroad (certified by the Study Abroad Service Center of the Ministry of Education), and full-time undergraduates in "985 Project" colleges (with bachelor's degree). Doctoral students are preferred.

Third, the registration qualification
(1) Persons with the following qualifications can apply:
1, supports the party's line, principles and policies, and is politically firm and reliable;
2, law-abiding, good conduct, with good professional ethics;
3. Doctoral students are under 35 years old (born after 1 July 978 1), master students are under 32 years old (born after1July 981), and undergraduates are under 29 years old (1July 984)
4. Physical conditions that meet the requirements of the post;
5. Major with the same (or similar) job requirements.
(two) in any of the following circumstances, registration shall not be granted:
1. Having received criminal punishment for committing a crime;
2. Have been expelled from public office or student status;
3. Party discipline has not been lifted;
4. Being investigated for violation of laws and regulations;
5, has been included in the city's management;
6. Others that do not meet the requirements for registration.

Fourth, introduce the procedure.
1, register online. Online registration is accepted from the date of this announcement, and the deadline is 1 August 18: 30 (subject to the time when the email is received). Applicants log on to the websites of Puyang Municipal People's Government (), Puyang Municipal Party Committee Organization Department (), Puyang Human Resources and Social Security Bureau () and Zhongyuan Oilfield (), download Puyang 20 13 Registration Form for Introducing Highly Educated Talents, fill it in as required, and send it to Puyang's registration mailbox for introducing highly educated talents (pysgxlrcyj20 13). Applicants should fill in and submit the registration information truthfully, and each person is limited to 1 position. Applicants must use the second-generation ID card to register, and the ID cards used for registration and examination must be the same.
① Each professional post will include similar majors in the registration scope as the reserve and alternative of the talent pool. ② For each professional post, if the number of applicants of the same major reaches 1:2 or above, only applicants of the same major will enter the interview; If the number of applicants for the same major is less than 1:2, in addition to the major with strong professionalism, it can be supplemented from the applicants who are closest to the major in combination with the opinions of the employer, so that the proportion reaches 1:2, and then enter the interview. (3) Except for the positions to be introduced, anyone who meets the scope and qualifications of introduction, especially medical professionals, can register and be included in the talent pool as a reserve of highly educated talents, and recommend and introduce them to the employer in due course.
2. Preliminary qualification examination. Before August 2, applicants should log in to my registration email to check the preliminary qualification examination results. Qualification examination runs through the introduction of highly educated talents. Anyone who does not meet the prescribed qualifications will be disqualified. Those who resort to deceit, deliberately conceal the truth or irresponsibly provide false documents or materials will be dealt with severely with reference to the Measures for Handling Disciplinary Acts in the Civil Service Recruitment Examination (Trial) (Ministry of Human Resources and Social Security [2009]126).
3. Qualification examination. From August 3rd to August 7th, those who passed the preliminary examination will be re-qualified. Qualification review location: Puyang Talent Work Office (Room 204, Main Building, No.7 Courtyard, 50 meters east of the intersection of huanghe road and Zhenxing Road, Puyang City). Those who pass the qualification review are determined to be candidates for the interview.
The materials required for qualification review include: (1) Puyang 20 13 Registration Form for Introducing Highly Educated Talents (A4 paper in triplicate). (2)6 1 inch color photos with the same bottom version as the photos of the online registration form. (3) 3 originals and photocopies of ID card and academic degree certificate. On-the-job personnel provide the original certificate (seal) that the department or unit with the authority of employing management agrees to register. The master of studying abroad must provide the original and three copies of the certificate of overseas academic degree certification from the study abroad service center of the Ministry of Education.
4. Get the admission ticket. In mid-August, qualified personnel went to Puyang Talent Work Office to get the interview admission ticket.
5. Interview. Interview will be conducted in mid-August (the time and place are subject to the admission ticket). The interview was organized and implemented by the Organization Department of Zhongyang Municipal Committee, the Organization Office of Zhongyang Municipal Committee and Puyang Human Resources and Social Security Bureau.
6. Physical examination. In mid-August, according to the interview results, the participants were determined according to the proportion of 1: 1. According to the results of physical examination, determine the object of investigation.
7. check. In late August, the candidates to be hired were inspected. The inspection work was organized and implemented by the Organization Department of Puyang Municipal Committee, the Organization Office of Puyang Municipal Committee, Puyang Human Resources and Social Security Bureau and the employing unit.
8. Publicity. At the beginning of September, the candidates to be hired were publicized through the Puyang Municipal People's Government, the Organization Department of Puyang Municipal Committee, the Puyang Human Resources and Social Security Bureau and the website of Zhongyuan Oilfield. The publicity period is 7 days.
9. Employment. In mid-September, if there is no objection at the expiration of the publicity period, the organization department of Zhongyang Municipal Committee, the organization department of Zhongyang Municipal Committee and Puyang Human Resources and Social Security Bureau shall handle the relevant employment procedures in accordance with the prescribed procedures. The introduction of personnel has a probation period of one year, and those who fail to pass the examination after the probation period are disqualified.
