In view of the international and domestic information security development situation, in 2003, the China Municipal Government issued "national leading group's Opinions on Strengthening Information Security", emphasizing "adhering to the policy of active defense and comprehensive prevention".
In 2004, a national information security conference was held, and the goal of basically building a national information security system in about five years was determined.
