According to the unified deployment of the Ministry of Education and the work arrangement of Shandong Province, according to the Teachers Law, the Regulations on Teachers' Qualifications and the Notice of the Shandong Provincial Department of Education on the Reform of the Qualification Examination and Accreditation System for Primary and Secondary School Teachers in Shandong Province (J.F. [2065438+05] No.6), the relevant matters concerning the accreditation of primary and secondary school teachers in Shandong Province are hereby announced as follows:
First, the scope of the object
China citizens who have not reached the national statutory retirement age, registered permanent residence or work unit in Shandong Province (where fresh graduates are attending schools) can apply for the qualifications of teachers in kindergartens, primary schools, junior middle schools, senior middle schools and secondary vocational schools in Shandong Province.
Second, the identification conditions
(a) to apply for the qualification of kindergarten and primary school teachers, they should have a college degree or above; To apply for the qualification of teachers in junior middle schools, senior middle schools and secondary vocational schools, one should have a bachelor's degree or above.
According to the "Regulations on Teacher Qualification" and the relevant provisions of the state and our province, students above grade three in institutions of higher learning can take the qualification examination for teachers in primary and secondary schools. Before passing the exam but not obtaining the graduation certificate, you don't have the qualifications to apply for teacher qualification. Fresh graduates of ordinary colleges and universities can apply for the corresponding teacher qualification in the last semester before graduation, and the accreditation body will make a conclusion and issue a teacher qualification certificate after the applicant obtains the graduation certificate.
(two) to participate in the qualification examination for primary and secondary school teachers and obtain the examination certificate (within the prescribed period of validity). Full-time normal graduates (including full-time master of education) who entered the school before 20 12 (inclusive) can apply for the teacher qualification of corresponding courses and teaching disciplines within 3 years after graduation, and can take the teacher qualification examination without trial.
(three) to reach the standard of Putonghua proficiency test level 2 and above, and obtain the corresponding certificate.
(four) to meet the needs of education and teaching, with good physical quality. Applicants are required to follow the Notice of the Guidance Center for Teacher Qualification Accreditation of the Ministry of Education on Adjusting the Physical Examination Standards of Applicants for Kindergarten Teacher Qualification Accreditation (J.Z. Zi [2065 438+00] 15) and the Notice of the Ministry of Education and the Ministry of Health of Ministry of Human Resources and Social Security on Further Standardizing the Physical Examination Items for Enrollment and Employment (Ministry of Human Resources and Social Security Fa 12).
(5) Abide by the Constitution and laws, have good professional ethics, be able to fulfill the obligations stipulated in the Teachers Law, and have passed the ideological and moral assessment by the township people's government (street offices) or the unit where the applicant's household registration is located (the school where fresh graduates attend).
(six) to apply for the qualification of teachers in primary schools, junior high schools, senior high schools and secondary vocational schools, the column of "teaching subjects" should be consistent with the interview subjects; To apply for the qualification of professional teachers in secondary vocational schools, the column of "teaching subjects" should be consistent with the majors studied.
Normal graduates who meet the requirements of direct application for accreditation without examination can, in principle, only apply for accreditation of teachers' qualifications corresponding to their academic level categories and consistent with their majors, and apply for other types of teachers' qualifications to take the teacher qualification examination. Among them, the master of full-time education should apply for the same teaching subjects as this major; The direction of education management is full-time master of education, and the applied teaching subject should be the same as or similar to the undergraduate major; The master of full-time education in preschool education and primary education can only directly identify the qualifications of kindergarten and primary school teachers respectively.
Third, certification bodies.
The qualifications of kindergarten, primary school and junior high school teachers are determined by the education administrative department of the county (city, district) people's government where the applicant's household registration is located or where the applicant's work unit is located (where the fresh graduates of ordinary colleges and universities attend schools); The qualifications of teachers in senior middle schools and secondary vocational schools are determined by the education administrative department of the Municipal People's Government located in the district where the applicant's household registration is located or where the applicant's work unit is located (where the fresh graduates of ordinary colleges and universities attend schools).
Fourth, the application process
(1) Online Registration
1. Registration time
Shandong province 20 17 primary and secondary school teacher qualification registration work is divided into two batches:
1 batch online reporting time: March 20, 200718: 00-March 29, 2007 17: 00 (the registration system will be closed on Saturday and Sunday). Applicants who have passed the teacher qualification examination (written examination and interview) or met the exemption conditions and obtained the graduation certificate before the on-site examination and confirmation by the accreditation institution can apply for this batch.
The second batch of online application time is: 8: 00 on June 20, 2065438+07: 00 on June 28, 2007 (the registration system is closed on Saturday and Sunday). Applicants who have passed the teacher qualification examination (written examination, interview) or met the exemption conditions and can obtain the graduation certificate before July 10 can go online in this batch.
Step 2 register the website
Eligible applicants can log on to China Teachers' Qualification Network (www.jszg.edu.cn) for online declaration within the specified time. Among them, applicants who took part in the national unified examination registered from the "entrance of online newspaper for qualified applicants in the national unified examination", and other applicants registered from the "entrance of online newspaper for applicants who did not take part in the national unified examination". When registering, you should choose the corresponding on-site audit confirmation point according to the website prompts.
(2) Physical examination
The accreditation bodies shall, in accordance with the prescribed procedures and physical examination standards, organize applicants to go to designated hospitals at or above the county level for physical examination. The specific arrangements shall be subject to the certification announcement published on the website of the certification body.
(3) On-site confirmation
After the registration of online newspaper is completed, the applicant shall timely consult the confirmation announcement published on the website of the corresponding authorized institution, and carry the following materials for on-site audit and confirmation at the specified time and place:
1. teacher qualification application form (printed on both sides of the registration system in duplicate, please refer to the website announcements of recognized institutions for paper format requirements due to different filing requirements of institutions);
2. Original and photocopy of the second-generation ID card (within the validity period);
3. Original and photocopy of academic certificate, and submit one of the following three materials:
(1) the electronic registration and filing form of the education certificate of the Ministry of Education about my education printed by China Higher Education Student Information Network (the applicant prints it by himself through the China Higher Education Certificate Inquiry System); ;
(2) The original and photocopy of the China Higher Education Academic Record issued by the National College Students Information Consultation and Employment Guidance Center of the Ministry of Education;
(3) The original and photocopy of the certificate of academic qualifications issued by the Study Abroad Service Center of the Ministry of Education;
4. Original "Physical Examination Form for Applicants for Teacher Qualification in Shandong Province" (the physical examination shall be conducted in the hospital designated by the accreditation body, which will be effective at that time);
5. The original and photocopy of "Putonghua Proficiency Test Grade Certificate";
6. Original "Appraisal Form of Ideological and Moral Character of Teacher Qualification Applicants" (valid at that time).
7. Certification materials for passing the exam or application materials for exemption from the exam:
Applicants who take part in the teacher qualification examination submit their printed examination certificate (within the validity period) on the National Primary and Secondary School Teacher Qualification Examination Network (www.ntce.cn).
Applicants who meet the exemption conditions shall submit the original and photocopy of their registration card, and the original and photocopy of their school transcripts (including the scores of full-time education courses such as pedagogy and psychology and graduation education practice scores. If the transcripts do not indicate the educational practice scores, submit the original and photocopy of the educational practice appraisal form during the school period).
8. 1 recent one-inch bareheaded color photo (official certificate photo, used to apply for teacher qualification certificate, which should be the same as the photo uploaded during online registration, with name and ID number indicated on the back of the photo).
9. In case of applying for identification at the place where the household registration is located, submit the original and photocopy of my household registration book or collective household registration certificate; If the applicant applies for recognition at the place where the work unit is located, it shall submit the payment certificate and details issued by the social security department to prove that the applicant has participated in social security locally.
(4) Appraisal and obtaining certificates.
After the accreditation body completes the on-site audit, it will make a review conclusion according to the audit situation and issue a teacher qualification certificate to the applicant who meets the review conditions. Please refer to the notice of certificate collection published on the websites of recognized institutions for the time of collecting certificates.

(2) Please apply for online registration and on-site audit according to the specified time, place and requirements. If the application cannot be completed within the specified time due to reasons such as missing time, choosing the wrong accreditation institution or on-site confirmation point, incorrect registration information or incomplete submission materials, it will no longer be accepted, and the responsibility will be borne by the applicant.
