II. Objectives and tasks

The overall goal of the second land survey in Guangdong Province is to use advanced technology and methods, on the basis of the existing land use renewal survey, carry out supplementary surveys in accordance with the requirements of the Notice and unified technical standards, comprehensively find out the current situation of land use and land ownership in the province, master accurate basic data of land use in the province, speed up the progress of land registration and certification and urban cadastral survey, and further improve the land survey, statistics and registration system.
The main tasks of the second land survey in Guangdong Province include: carrying out rural land survey, field investigation to change the land type and area of the plot, and finding out the utilization status of various rural land in Guangdong Province; Carry out urban land survey, and master the urban land use status of urban built-up areas and towns where the county seat is located; Carry out a survey of basic farmland conditions to find out the basic farmland conditions in the province; Construction of land use database and cadastral information system to realize the interconnection and sharing of survey information. On the basis of investigation, establish a mechanism for investigation, statistics, timely monitoring and rapid updating of land resource change information. The specific tasks are as follows:
1, rural land survey
Rural land survey refers to land survey outside cities and towns. According to the contents of the survey, the rural land survey is divided into two parts: the survey of rural land use status and the survey of rural land ownership.
(1) Investigation on the present situation of rural land use. Using advanced technologies such as "3S" in the whole province, taking the land use renewal survey, land use database construction and remote sensing images of rural land registration and certification started in 200 1 as auxiliary materials, taking the scale of 1: 1000 as the main factor, taking the county (city, district) as the basic unit, and in accordance with the unified technical standards for land survey, on-the-spot investigation of land was carried out.
(2) Investigation of rural land ownership. The investigation of rural land ownership is mainly to find out the ownership of rural collective land and the right to use state-owned land such as roads, railways, rivers, agriculture, forestry, animal husbandry and fishery farms (including troops and reform-through-labour farms). Make full use of land survey results, speed up land registration and certification, and complete the registration and certification of rural collective land ownership and state-owned land use rights.
2. Urban land survey
Urban land survey refers to a large-scale survey of land within cities and towns. According to the technical regulations of cadastral survey, make full use of the existing cadastral survey results, find out the status of urban construction land use rights, and determine the boundary, scope, boundary, quantity and use of each piece of land in cities and towns. Through summary and analysis, we can master the status of industrial land, infrastructure land, financial and commercial service land, real estate land and development park land.
3, basic farmland survey
According to the overall land use planning, the basic farmland protection areas (blocks) will be implemented on the map of land use status according to the data of delineation and adjustment of basic farmland protection areas (blocks), and the distribution, area and land type of basic farmland in administrative regions at all levels will be statistically summarized and registered in Shanghai Stock Exchange.
4. Construction of land survey database at all levels.

According to the standard of land use database construction, on the basis of the achievements of land use database and management system in the whole province formed by land use renewal survey, the existing land use database is updated and improved by taking the remote sensing image, orthophoto map, land use status, land ownership and basic farmland data formed by this survey as units, and the rural land survey database and management system integrating images, graphics, attributes and documents is established to meet the daily changes at the county level. Taking the city as a unit, combined with the municipal management mode, we will build a municipal land survey database to meet the daily management needs of municipal land resources. On the basis of the construction of rural land survey database in cities and counties, a provincial land survey database is established through comprehensive integration to meet the needs of provincial land and resources management for basic land data. In addition, access and call interfaces are provided between databases at all levels to meet the needs of data uploading, receiving, exchange, backup, update and maintenance, and daily application.
(2) Establish land survey database and management system in cities and counties.
According to the relevant technical standards and requirements of urban cadastral information system construction, cities and counties have established urban land survey databases and management systems to centrally manage the graphic data, parcel attributes and various tables, cards, books and other data information of urban cadastral survey and cadastral survey results, and provide management functions such as editing and inputting, querying statistics, daily changes, drawing output, registration and certification, and office processes to meet daily business and management needs.
5. Summary of results

Comprehensively analyze the quantity, distribution, utilization structure and changes of cultivated land, basic farmland and other types of land, judge the degree of intensive land use saving, predict the changing trend, and put forward suggestions on tapping the potential of land development and saving intensive land resources. According to the results of land investigation and analysis, land and resources management departments at all levels prepare the second land investigation report.

In order to maintain the status quo of the results and meet the requirements of the unified time point of the national land survey results, after the rural land survey work is fully completed, the land change survey work will be carried out, and the land survey results will be unified to the unified time point of June 65438+1October 365438+1October 2009, and the land survey results will be summarized and reported step by step.

1. According to the results of the land use renewal survey, conduct a comprehensive rural land survey to understand the utilization status of all changed plots, such as location, type, area and distribution; On the basis of the work that has been carried out, we will speed up the investigation of collective land ownership, collective construction land use right and state-owned land use right to ensure that more than 90% of the rights are confirmed. Complete the rural land survey before the end of 2008.
2, on the basis of the existing, comprehensive urban land survey. By June 2009, the urban land survey in the built-up areas and towns where the county seat is located will be completed. Among them, the Pearl River Delta region (including Guangzhou, Shenzhen, Zhuhai, Foshan, Zhongshan, Dongguan, Jiangmen, Huicheng, Huiyang, Boluo, Duanzhou, Dinghu, Gaoyao and Sihui under Zhaoqing) has completed the urban land survey of urban built-up areas and towns, and other regions have completed the urban land survey of urban built-up areas, towns where counties are located and central towns.
3. By June 2009, on the basis of rural land survey and urban land survey, collect relevant information, and find out the distribution and utilization of industrial, infrastructure, financial and commercial services, development parks, real estate and other land through summary statistical survey.
4. By the end of 2008, on the basis of rural land survey, according to the data of basic farmland demarcation and adjustment, complete the mapping, registration and cataloging of basic farmland, and find out the quantity, distribution and protection status of basic farmland in the whole province.
5. On the basis of rural land survey, by the end of 2008, complete the construction of three-level rural land survey database including rural land survey data and basic farmland data, establish rural land survey database and management system, and realize the sharing of land survey information in the whole province.
6. On the basis of urban land survey, by June 2009, the construction of urban land database and information system in cities and counties will be completed.
