Chapter IV Blood Donation for Citizens Article 19 If a citizen completes blood donation without compensation according to these measures, a system of personal blood storage and blood donation shall be implemented, and blood shall be used on the basis of a resident identity card, a citizen's obligation blood donation card or a citizen's blood donation certificate. Twenty-third the following citizens use blood for social assistance:
(a) honorary soldiers, martyrs, "courageous" personnel, "five guarantees" with blood on the relevant documents;
(two) citizens who have no obligation to donate blood use blood with their household registration books and relevant certificates. Twenty-fourth citizens who donate blood voluntarily and their immediate family members need blood for medical use, and they can supply the same amount of blood free of charge with the Citizen blood donation card and the Resident Identity Card. Twenty-fifth emergency rescue patients need to use blood, the hospital should first use blood, after using blood, it should be in accordance with the relevant provisions of these measures for blood use procedures. Twenty-sixth units or individuals who have not completed blood donation need blood, and the blood donation fund is charged by the blood station in the city center according to the following provisions:
(a) the unit did not complete the annual blood donation plan, should be in the first quarter of this year, according to the unfinished blood transfusion fee standard to collect blood donation funds; Individual economic organizations have not completed the annual blood donation plan, and the blood donation fund is collected by the county (District) administrative department for industry and commerce;
(2) Rural villagers and urban residents who have no work units and no family members of blood donation card, the downtown blood station entrusts the hospital to collect the 5 yuan blood donation fund according to the standard of each blood 100 ml;
(3) If there is no blood donation card for long-term medical treatment of foreign patients, the blood bank in the city center will entrust the hospital to collect 20 yuan blood donation fund according to blood consumption 100 ml.
Citizens' voluntary blood donation funds shall be managed in accordance with extra-budgetary funds, stored in special accounts, earmarked for special purposes, and shall not be used for other purposes.
