In order to understand and master the law of flight recruitment in colleges and universities and better organize flight recruitment and selection activities, according to the relevant provisions of the Ministry of Education, the Ministry of Public Security and the General Political Department on recruiting flight students, combined with the characteristics of flight recruitment, the recruitment of flight students in colleges and universities is briefly described as follows:
First, the recruitment target and basic conditions
The selection object must be the second-year undergraduate students who have passed the national unified entrance examination for ordinary colleges and universities (foreign languages are limited to English or Russian), majored in science and engineering, and completed the procedures (credits) specified in the syllabus.
The selection conditions are as follows: applicants must support the four cardinal principles and the party's line, principles and policies, be loyal to the motherland, love the army, volunteer to work in flight, and meet political conditions; Good physical fitness, in line with the physical examination standards for recruiting flight students; Excellent psychological quality, in line with the requirements of the Air Force to recruit flight students psychological quality test; No more than 22 years old (calculated by the date of birth after July in Gregorian calendar 1 year), male, unmarried; Study hard and get a bachelor's degree.
Second, the recruitment plan
The plan to recruit college students to fly was reported by the Air Force to the General Political Department before the end of August last year. After being examined and approved by the General Political Department in conjunction with the Ministry of Education, it was incorporated into the plan of recruiting flight students in the army in that year and issued separately in advance.
The number of colleges and universities is not listed separately, and the number of admissions is determined according to recruitment and selection.
Third, the implementation measures
Recruiting college students is divided into two stages. The first stage is the pre-selection stage, which started in September last year and ended in February 65438+,and mainly carried out propaganda and mobilization, registration and recommendation, pre-selection and initial inspection. The second stage is the comprehensive test and selection stage, which started in February and ended in July of that year, and mainly carried out physical examination, psychological quality test, political examination, approval and admission of pre-selected objects.
(1) Publicity and mobilization
Doing a good job in propaganda and mobilization is the basis to ensure the successful completion of the task of recruiting pilots. Mainly organized and implemented by colleges and universities. The Air Force of the Military Region is responsible for providing posters, instructions for the Air Force to select second-year undergraduate flight students, self-recommendation conditions for the Air Force to select second-year undergraduate flight students, questions and answers for the Air Force to select second-year undergraduate flight students, a brief introduction of the Air Force Aviation University, and a recommendation form for the military to select second-year undergraduate flight students. Publicity and mobilization should be combined with regular national defense education in colleges and universities, closely linked with reality, adhere to the principle of voluntary registration, highlight key points, seek truth from facts and stress practical results. Publicity and education should give full play to the role of party organizations, student unions and counselors in colleges and universities, carry out mobilization education in depth, and stimulate young students' enthusiasm for registration; We should make full use of radio, closed-circuit television, posters, school newspapers (periodicals), campus networks and other publicity media and teaching methods in colleges and universities to carry out extensive publicity so that teachers, students and parents in colleges and universities can support college students to apply for the Air Force Flying Academy. We should not only talk about the glory of being a pilot, but also talk about the hard training needed for the growth of a pilot, and encourage outstanding college students with good ideological and moral quality, professional quality, cultural quality and physical and mental quality to apply for the Air Force Flying Academy.
(2) Registration recommendation
Mainly organized and implemented by colleges and universities. Students who apply for the exam voluntarily register according to the "Conditions for Self-recommendation of Second-year Flight Students in Air Force Selection of Ordinary Colleges and Universities". After being recommended by the class, colleges and universities inspect the students' natural, physical, psychological, political, cultural and other basic conditions one by one, and organize school doctors to check the candidates' height, weight, vision, blood pressure and color vision. Those who meet the requirements fill in the "Recommended Registration Form for Selecting Second-year Undergraduate Flight Students by Army Aviation", which will be signed and sealed by the university as the object of applying for air force flight students.
(3) Preliminary pre-selection inspection
The purpose is to identify pre-selected recruitment candidates. The pre-selection group is mainly dispatched by the air force of the military region and implemented at checkpoints set up in relevant cities. Candidates hold the "Recommended Registration Form for Selecting Second-year Undergraduate Flight Students by Army Aviation" and the student ID card, and the school will organize candidates to participate in the pre-selection at the testing station according to the specified time, place and requirements. The Air Force recruits flight cadets and conducts preliminary examination of the candidates' political and physical conditions according to regulations. Those who pass the pre-selection will be issued a "Flight Recruitment Quasi-inspection Certificate".
(4) Physical examination
Physical examination is an important part of flight recruitment and an important means to ensure the physical quality of flight students. Candidates must undergo strict examination by air force medical staff, and other medical examinations are invalid. Under the unified organization of colleges and universities, students who have passed the preliminary examination after pre-selection will go to the medical examination station for medical examination according to the specified time, place and requirements with the Flight Admission Ticket. The physical examination is organized and implemented by the flight recruitment department and medical staff of the Air Force of the Military Region according to the Physical Examination Conditions for Recruiting Flight Students of the China People's Liberation Army issued by the Air Force. The physical examination is carried out in a single elimination system, and its items are divided into 6 major events, 130 minor events. The time is an annual comprehensive test period, probably in February and March.
Psychological quality test
Psychological quality test is a means to test and evaluate candidates and predict their flight ability according to the special needs of flight occupation, which is of great significance to improve the training rate of flight students, reduce flight accidents and enhance the combat effectiveness of aviation units. Professionals in the air force recruitment department of the military region and psychological quality experts with many years' experience in flying and testing shall organize the implementation in accordance with the psychological quality conditions of the air force recruiting flight students and the relevant provisions of the air force psychological quality test. The time is an annual comprehensive test period, probably in February and March.
(6) Political censorship
Political conditions must be put first in recruiting college students to fly. The political review is mainly conducted by the professionals of the Air Force Recruitment Department of the Military Region, with the cooperation of universities and public security departments at all levels. Political review, according to the regulations of the Ministry of Education, the Ministry of Public Security, the General Political Department on the political conditions of flight students and the Air Force on political review, focuses on finding out the actual performance of candidates inside and outside the school, the motivation and attitude of applying for the exam, the political, historical and realistic performance of parents or other immediate family members, and the major historical and practical problems of close relatives. The political review time is April and May.
(7) Admission approval
The examination and approval of recruiting college flight students shall be organized and implemented by the Air Force. In mid-June every year, college students selected by the air force recruitment department of the military region participate in the air force's examination, admission and admission examination and approval. According to the principle of comprehensive evaluation and merit-based admission, the Air Force gives priority to candidates with good political, physical and psychological qualities and academic performance. Candidates who pass the political examination, physical examination and psychological quality test will not be admitted. After the admission list is determined, the admission notice will be issued to the admitted students through colleges and universities, and the air force recruitment departments of the military regions or the selection and training offices of reserve officers stationed in schools will assist in the enlistment procedures in accordance with the relevant provisions of the Interim Measures for the Army to Receive Graduates from Local Colleges and Universities.
Please report to the Air Force Aviation University before July 15.
After enrolling students, Air Force Aviation University will determine the post grade, salary grade and rank salary according to the undergraduate standards of junior command major in military academies, and no probation period will be implemented. Students will not be awarded the rank of officer during their study in the flight academy, but will enjoy the rank salary and regular capital increase. Upon graduation, students shall determine their job grades in accordance with relevant regulations and be awarded corresponding ranks.
