According to the relevant regulations of the Ministry of Land and Resources and the actual situation in Fujian Province, the Provincial Department of Land and Resources has strictly stipulated the qualifications that units undertaking on-site verification must possess. After the announcement of Straits Resources, 13 units were selected from qualified geological surveying and mapping units registered in the province to participate in the field verification of mining rights in the province, which concentrated the best geological surveying and mapping forces in the province.
Pilot and field visits and exchanges. In the middle and late July 2008, the Surveying and Mapping Department of the Provincial Bureau of Geology and Mineral Resources and the relevant personnel of the Provincial Institute of Geology and Surveying carried out the pilot work of mine field verification, and achieved the expected results. At the same time, the responsible persons of the Mine Management Office, Geological Exploration Office, Survey Management Office and Sanming Land and Resources Bureau of the Provincial Bureau of Geology and Mineral Resources successively went deep into the grass-roots level to conduct on-the-spot investigation and investigation, and convened some mining rights holders to have a discussion, and fully communicated and exchanged the purpose, significance, technical requirements, working methods and related matters that need coordination, so as to gain their understanding and support.
On-site inspection technical training. At the beginning of September, 2008, the Survey Management Office of the Provincial Bureau of Geology and Mineral Resources held the first training course on mining right field verification technology in Fuzhou, which explained the field inspectors from six aspects: planning and system of mining right field verification, overall requirements and workflow, basic control measurement, field measurement of individual mining rights, analysis and handling of data item verification problems, and quality control, laying a technical foundation for the comprehensive development of mining right field verification in the province.
Visit extensively to solicit opinions. In mid-September, 2008, the staff of Surveying and Mapping Management Office of the Provincial Bureau of Geology and Mineral Resources visited the land and resources bureaus of nine cities in the province together with the staff of the corresponding units undertaking the verification work, and comprehensively introduced the progress and working procedures of the field verification of mining rights in the province to the leaders in charge of the land and resources bureaus of each city and the heads of mining management departments, and solicited their suggestions and opinions on this work. Local land and resources departments attach great importance to the field verification of mining rights, and at the same time put forward some views and suggestions on the specific implementation of field verification of mining rights.
Implement the "four unifications". Unified technical requirements, unified organization and implementation, unified charging standards and unified work measures. On this basis, unified contract text, unified production of control point identification, unified purchase of coordinate data, unified inspection personnel work signs, so that the verification work is standardized and standardized.
Make full use of existing achievements. In the process of field verification, all localities are required to make full use of the existing basic data such as annual inspection of mining rights, dynamic monitoring of mine reserves, reserve utilization survey and the second land survey in the province, so as to reduce duplication of work, reduce verification costs and speed up verification progress.
After full preparation, in June 2008, the field verification of mining rights in the whole province was fully carried out, and Fujian became one of the first provinces in China.

After several efforts, due to various reasons, the provincial finance is really unable to implement the on-site verification funds for the time being. What shall we do? After careful analysis and thinking, the Provincial Department of Land and Resources thinks that it is possible for the mining right holder to bear the project funds by himself. Because the mining structure in Fujian has been gradually optimized in recent years. The number of mining enterprises decreased from 6 138 in 2006 to less than 3,000 at present, and the number of large and medium-sized mines increased from 49 in 2000 to 485 in 2007. The original "multiple, small, scattered and low" mining structure is gradually changing to large-scale and intensive, and the economic strength is correspondingly enhanced. As long as the publicity is reasonable, the relationship between verification and safeguarding the vital interests of mining rights holders is clearly explained, and the significance and role of verification are known to them, mining rights holders will definitely support it.

However, in the process of doing work, things are not that simple. Due to the impact of the financial crisis, the economic benefits of most mines have declined, and a considerable number of mines are producing at a loss, especially those issued by the county (district) level land and resources departments. These mines are small in scale, with poor economic benefits, limited bearing capacity of various expenses required for mining right verification, and there is still great resistance to collecting on-site verification fees. We should start from two aspects: strengthening publicity and communication. Therefore, on the one hand, the Bureau of Surveying and Mapping printed thousands of posters and posted them widely in the mining area to create an atmosphere; On the one hand, we extensively visited mining rights holders, held various symposiums, talked with them, made clear the dialectical relationship between field verification of mining rights and protection of the legitimate rights and interests of mining rights holders, and gained their understanding and support. As long as the mining rights owner calls to know about the field verification of mining rights, the staff of the verification organizer will patiently answer and eliminate their doubts. At the same time, in the pilot project, the calculation of funds is particularly highlighted. According to the relevant standards jointly issued by the Ministry of Finance and the Ministry of Land and Resources, combined with the specific situation of Fujian Province, a unified, strict and reasonable charging standard for the whole province was formulated, which made the miners feel at ease and convinced. In addition, in the administrative management, the verification work is directly linked to the annual inspection of licenses to promote the development of this work. Through various efforts, by the end of 2008, 338 contracts had been signed between the project units of field verification of mining rights and the owners of mining rights, and 72 mining areas had completed the field work of surveying and mapping. By the end of May, 2009, the province had signed on-the-spot verification contracts 167 1 copy, accounting for 59.3% of the total number of people to be verified, of which 939 were paid in advance, accounting for 56.2% of the signed contracts, achieving "more than half", and the verification progress has ranked seventh in the country. Therefore, since the field verification of mining rights was carried out, the Surveying and Mapping Management Office of the Provincial Bureau of Geology and Mineral Resources has issued a field verification system to strictly regulate the verification discipline. The discipline inspection and supervision departments of the on-the-spot verification contractors stepped in one after another, went deep into the grassroots and mining areas, and inspected the implementation of the discipline of on-the-spot verification of mining rights. Lin Sen-zhi, secretary of discipline inspection of Fujian Geological Surveying and Mapping Institute, always attends the field inspection meeting of mining rights held by the institute to find out whether there are any irregularities in the inspection of mining rights by grass-roots teams and individuals, and repeatedly reiterates the importance of observing work discipline and the harmfulness of "eating, taking, clamping and demanding". The person in charge of the supervision office of the western Fujian Geological Brigade visited Liancheng and Jiangle mining areas successively to learn about the performance of field inspectors from the mining rights holders. The leaders of Bamin Institute of Surveying and Mapping regard the implementation of the discipline of field verification of mining rights as a major event. Some subordinates violated the rules, and they were able to go to the scene to investigate and collect evidence in time and actively safeguard the image of the unit, which was well received. Due to the attention of each verification undertaking unit, there is no bad phenomenon that inspectors violate work discipline in the whole verification process.
Developing software system to ensure data unification
At the end of 2008, the leaders of the Investigation and Management Office of the Bureau of Geology and Mineral Resources realized that in order to ensure the data quality, it is necessary to control from the field mapping. The working idea of "quasi-database" and "unification of indoor and outdoor work" is put forward, and it is decided to develop "Fujian mining right field verification electronic flat system". "Quasi-database" means that through certain software control, inspectors can compile maps in strict accordance with the specifications, minimize the impact of subsequent database construction on graphics, ensure data consistency and improve work efficiency.
The task of R&D was handed over to the Remote Sensing Center of Fujian Institute of Geological Surveying and Mapping. The working group not only fully considered the habit of using "South" CASS7.0 software by most operation teams, but also insisted on meeting the operation specifications and finishing requirements issued by the State Mining Rights Project Office. On this premise, based on the "South" CASS7.0 software, the "Fujian Mining Right Field Verification Electronic Flat Panel System" was developed and distributed to all operation teams for use. The overall idea of the system coincides with the software issued by the Ministry, which realizes the integration of indoor and outdoor operations and reduces the error rate of this link.

The electronic tablet system for field verification of mining rights in Fujian Province mainly includes three parts: the "attribute collection subsystem" integrates the field comparison table, a single basic description table of mining rights and a single basic description table of mining rights map data for standardized entry of electronic reports. The "spatial data acquisition subsystem" provides the function of further processing the mapped data, and spatial data and attribute data can be achieved in one step, so that field work and indoor work can be carried out at the same time. "Data self-checking subsystem" improves the accuracy of graphic data and attribute data. Let the computer automatically complete a lot of repetitive and tedious inspection work, which lays a good foundation for concentrating a lot of manpower to check the logical errors that the computer can't find, greatly reducing the manpower expenditure and saving time and effort. In the system, a grading template is also formulated in a unified way, and everyone acts under a standard to ensure the standardization of data. At the same time, various font sizes are limited in the software, which makes the drawing of homework units more standardized.
On the basis of being fully affirmed by experts from the Office of National Mining Right Field Verification Project, Fujian Province has also undertaken one of the pilot projects of six provinces and cities in China, namely "Pilot Project of Deep Development and Application of Mining Right Field Verification Results (Fujian)" and one of the sub-projects of 10, in which Tsinghua and other universities and research institutions participated, "Research on Key Technologies of Non-destructive Transformation of Multi-source Heterogeneous Mining Right Verification Data". The "Pilot Project of Deep Development and Application of Mining Rights Field Verification Results (Fujian)" further improved the electronic tablet system of mining rights field verification in Fujian Province, optimized the spatial collection system, attribute collection system and data quality inspection system respectively, and initially established two-dimensional and three-dimensional mining rights geospatial data management systems. That is, while establishing a two-dimensional management system, based on three-dimensional satellite remote sensing images, the province's geographical element data and mining rights information are superimposed to form two-dimensional and three-dimensional linkage management, which not only maintains the traditional map display and output mode, but also gives full play to the intuition of three-dimensional geospatial data. It has found a good technical means for establishing a long-term mechanism for mining rights supervision. "Research on Key Technologies of Non-destructive Transformation of Multi-source Heterogeneous Mining Rights Verification Data": The working group deeply studied the detailed format of each spatial data of mining rights verification, and analyzed in detail the corresponding relationship between elements and attributes, the comparative relationship between graphics and decoration, and the comparative relationship between colors. In the process of mutual conversion between CAD, MapGIS and ArcGIS, in order to ensure that the graphics and schemas of the verification data can be lossless converted, the software passed the expert's lossless conversion test.
