New silkworm varieties bred by breeding units need trial propagation and trial planting in the province, which shall be carried out in accordance with the provisions of the provincial silkworm variety examination and approval committee. Thirteenth approved new silkworm varieties in the process of production and promotion, if there are insurmountable weaknesses, silkworm variety approval committee shall put forward suggestions to terminate the promotion, and published by the provincial silkworm egg management station. Fourteenth approved new silkworm varieties can be transferred with compensation. The patent protection of new silkworm breeding technology shall be handled in accordance with relevant national laws and regulations. Chapter III Production of Silkworm Eggs Article 15 The construction of silkworm egg farms and cold storage in the whole province shall be uniformly planned by the provincial silkworm egg management station. New construction, expansion and reconstruction of silkworm egg farm and silkworm egg cold storage must be approved by the provincial silkworm egg management station before applying for project construction procedures.
No unit or individual may build brick and tile factories, pesticide plant, chemical plants and oil depots that discharge toxic substances and pollute the silkworm egg production environment within five kilometers near the silkworm egg farm and the silkworm egg cold storage. Sixteenth silkworm egg production units must have the corresponding production equipment and technical force, and have mulberry fields and stable and safe silkworm egg bases that are suitable for silkworm egg production capacity.

Seventeenth silkworm eggs production and refrigeration to implement the production license system. The production license shall be issued by the provincial silkworm egg management station according to the total demand for silkworm eggs in the province and the provisions of Article 16 and Article 18 of these regulations.
Scientific research and teaching units engaged in silkworm egg production for the purpose of supply and marketing shall apply for a production license, except for silkworm egg production for the purpose of scientific research and teaching. Article 18 The reproduction and production of original silkworm eggs shall be carried out by the provincial silkworm egg management station according to the unified planning of the whole province, and designated qualified silkworm egg production, scientific research and teaching units. Units and individuals engaged in the production, scientific research and teaching of silkworm eggs without designation shall not engage in the reproduction of original silkworm eggs.
The principle that the original seed production unit shall not issue the silkworm egg production license. Nineteenth silkworm egg production units must organize production in accordance with the types and quantities of production approved by the silkworm egg production license. Without the approval of the issuing authority, it is not allowed to jointly produce seeds with unlicensed production units or individuals.
