Article 3 People's governments at all levels shall manage, guide and coordinate the transformation of scientific and technological achievements within their respective administrative areas.
The administrative departments of science and technology, planning departments, comprehensive economic departments and other relevant administrative departments of the people's governments at all levels shall be responsible for the transformation of corresponding scientific and technological achievements according to their respective responsibilities. (two) to form an industrial scale or high-tech products and industries, with strong domestic and international economic competitiveness;
(three) is conducive to the rational development and utilization of resources in this province, saving energy, protecting the environment, preventing pollution and improving working conditions;
(four) is conducive to the adjustment of product and industrial structure, improve the technical level of enterprises and industries;
(5) Promoting the sustainable development of high-yield, high-quality and efficient agriculture and rural economy;
(six) to speed up the social and economic development of the old revolutionary base areas, ethnic minorities and remote and poor areas;
(seven) is conducive to the development of education, culture, health, sports and family planning, improve the quality of the whole people, and other social benefits. Sixth people's governments at all levels to organize the implementation of key scientific and technological achievements transformation projects, should be through competition, select the best project undertaker. Article 7 Technologies under any of the following circumstances shall not be transformed and applied:
(a) in violation of the national industrial policy and technical policy, the state explicitly prohibits the use or has been eliminated within a time limit;
(two) polluting the environment, wasting resources and destroying the ecological balance;
(3) Endangering national security, harming public interests and being detrimental to long-term development;
(4) False and immature technology. Article 8 Gradually establish and improve the technological innovation mechanism of enterprises, introduce and absorb advanced technologies or independently develop scientific and technological achievements, improve the level of technical equipment, develop superior products with high technological added value, promote technological progress of enterprises and promote the industrialization of high-tech achievements. Article 9 Technology development institutions established by enterprises and enterprise groups shall enjoy preferential policies for independent scientific research institutions after being recognized by the provincial administrative department of science and technology. Article 10 People's governments at all levels shall encourage agricultural scientific research units and agricultural technology popularization units to independently or jointly implement the transformation of agricultural scientific and technological achievements, and promote the adoption of agricultural scientific and technological achievements by rural economic organizations and individual farmers.
