1. Purpose

2. Scope of application
Article 2 This method is applicable to the enterprise-level project management compliance assessment of all construction units under the bureau, as well as to the overall general contracting of all civil construction projects under construction. Article 3 For installation, railway, highway and other projects, separate methods and standards shall be formulated with reference to these measures and assessment standards, and shall be submitted to the Bureau for approval before implementation.
3. Enterprise-level project management compliance assessment
Article 4 The Bureau organizes enterprise-level project management compliance assessment twice a year for all construction units under the bureau, including regional companies and number companies. and its branches.
Article 5 The assessment team shall be composed of bureau leaders and personnel from relevant departments at the headquarters. According to the assessment content of the enterprise-level project management compliance assessment standards, on-site inspections and document reviews are combined, and any problems discovered are communicated to the company in a timely manner.
Article 6 Enterprise-level project management compliance assessment standards *** total 120 sub-items in ten categories

Article 7 A single assessment with a score below 70 or a project average gross profit margin (excluding tax) below 3 is considered unqualified and will be given a yellow card warning; a score of 70 or above is considered qualified, of which 70 to 75 points (not Including 75 points) will be punished by notification of criticism; if the score is more than 95 points and the average gross profit rate of the project (excluding tax) is more than 8, it is excellent.
4. Assessment of Project Management Standards at the Project Level
Article 8 The Bureau organizes four comprehensive inspections of global civil construction projects under construction four times a year. Projects that received a model, received a notice of criticism, or received a yellow card warning in the previous round of compliance inspections are key inspection projects.
Article 9 The inspection team shall be composed of personnel transferred from the bureau headquarters and various companies. According to the assessment content of the project management compliance assessment standards at the project level, on-site inspections and document reviews are combined, and problems discovered are communicated to the project in a timely manner.
Article 10 Each inspection shall be carried out by several groups in separate areas; each group shall conduct cross-inspection within one year, and the same group shall not repeatedly inspect the same item continuously; members of the inspection team must recuse themselves when inspecting the company's projects.
Article 11 The assessment standards for project management compliance at the project level include 150 sub-items in ten categories, totaling 100 points. All assessment sub-items are evaluated as "yes" or "no". If all sub-item assessment standards are met, the evaluation will be "yes" and the sub-item will be scored; otherwise, the evaluation will be "no" and the sub-item will be scored 0 points.
Article 12 Sub-items that are really not suitable for scoring (including those that really do not need to be set up, those that did not occur during the assessment, those that did not meet the standards before the promulgation of these measures and cannot be rectified, etc.) are regarded as "not suitable for grading" "Applicable items" will be processed, and this sub-item will not be scored.
Article 13 The project level project management compliance assessment standard has 50 guarantee items. The sub-items with ★ in the "serial number" column of the standard are guarantee items. As long as two or more guaranteed items in a major category fail to meet the standards, the major category will be scored as 0 points; if the ratio of sub-items that meet the standards/total sub-items in each major category is less than 60, the major category will be scored as 0 points.
Article 14 The final score is converted according to the corresponding percentage of the weighted score. If it is found that the project has been stopped for inspection to meet the standard, the score will be calculated as 0 points.
5. Project Reward and Punishment Standards
Article 15 A project that scores less than 70 points in a single inspection is considered unqualified and will be given a yellow card warning.
Projects with a score of 70 points and above are qualified projects, of which 70 to 75 points (excluding 75 points) will be punished by a notice of criticism; projects with a score of 90 points and above will be given corresponding rewards; in other cases, there will be no reward or penalty.
Article 16: Each examination will be ranked A and B according to the results. All inspected projects participate in the A list ranking, and those that have not received model project awards participate in the B list ranking. After each inspection, a project management compliance summary meeting will be held and the inspection results will be announced to the whole world.
Article 17 Rewards are divided into model projects and outstanding projects. Projects that score 90 points or above in each inspection and are ranked in the top ten are considered model projects; projects that score 90 points or above but are not ranked in the top ten are outstanding projects.
Article 18 Reward standards for model projects: Under normal circumstances, the reward amount is calculated with different coefficients based on the building area
under construction. If the division by building area is not applicable, the incentive amount will be calculated with different coefficients based on the contract value. Coefficient setting standard: The coefficient is 1.0 for a building area of ??less than 100,000 m2 (contract value of less than 150 million yuan), a coefficient of 1.1 for a building area of ??100,000 to 150,000 m2 (contract value of 150 to 250 million yuan), and a coefficient of 1.1 for a building area of ??150,000 to 200,000 m2. (contract value of 250 to 400 million yuan) has a coefficient of 1.3, and construction area of ??200,000 to 300,000 m2 (contract value of 400 to 600 million yuan) has a coefficient of 1.5. Article 20 Reward standards for outstanding projects: Excellent projects that have not received awards for model projects will be given a reward of 20,000 yuan. In subsequent inspections, those who do not enter the model project but still score 90 points or above will no longer be rewarded; those who enter the model project will be rewarded in accordance with the provisions of Articles 18 and 19.
Article 21 If a project that has been awarded a model project award scores less than 75 points in subsequent inspections, all rewards will be deducted and a fine of 5% of the reward amount will be imposed. The project will be re-entered into the B list for the next inspection. The amount of rewards and fines deducted will be deducted from the salary of the project team members for the next month (only 3,000 yuan per person per month) will be deducted until the deductions are completed. The corresponding deductions and fines will be withheld by the company and Submit to the Finance Department of the bureau.
Article 22 For projects that fail the first assessment, starting from that month, the salary of the project manager will be reduced by 10%, and the salary of the other six employees will be reduced by 5% each. If a person enters the model project in the second assessment, he will be rewarded according to the provisions of Article 18, and the original salary reduction will not be compensated; if he passes the second assessment but does not enter the model project, the original salary standard will be restored, and the original salary reduction will not be compensated. If the employee still fails the second assessment, starting from that month, the salary of the project manager will be reduced by 30%, and the salary of the other six staff members will be reduced by 15% each.
Article 23 For unqualified projects, the Bureau will conduct a re-inspection on the 30th day after the inspection. If the re-inspection still fails, the project manager will be removed from his position on the spot, and the project manager will not be allowed to be transferred. Work as a project manager for other projects; the company reorganizes the project team.
6. Company rewards, penalties and redemption standards
Article 24 In a single inspection, the unqualified items of the same company still meet the inspected items in the re-inspection after the January rectification period If the number exceeds 10 (inclusive) or the total number reaches more than 3 (inclusive), the company leader will be replaced.
Article 25 If five or more unqualified items appear in a single inspection of the same company, and this situation accumulates twice in the same year of inspection, the bureau will hold the company's main leaders accountable.
Article 26 The enterprise-level assessment score is calculated based on the average score of the two annual assessments. Add up the scores of each assessment of the company and branches throughout the year and divide by the cumulative number of assessments to get the average score for the year. For example: *** Company has three branches, and the cumulative number of assessments throughout the year is 8, with a total score of 650. The company's annual enterprise-level assessment score is 81.25 points.
Article 27 Project-level assessment score = basic average score, floating score - deduction points.
The calculation method is as follows:
(1) Basic average score: Add the total scores of the inspected items throughout the year and divide by the number of inspected items to obtain the basic average score for the year. For example: *** Company inspected 100 projects throughout the year, with a total score of 7750, and the average basic score for the year was 77.50.
(2) Floating score: 0.5 points will be added for each item of the model project, and 1 point will be deducted for each item of the project with a score below 70 points, resulting in a cumulative floating score for the whole year, of which the upper limit of the bonus points is 10 There is no limit to points and deductions. For example: *** Company has 10 model projects throughout the year, and 3 projects are unqualified. The cumulative floating score for this project throughout the year is 10×0.5-3×1=2 points.
(3) In a single inspection, if the number of unqualified projects of the same company reaches more than 10 (inclusive) or more than 3 (inclusive), the annual project level of the company will be deducted The average basic assessment score is 5 points; if the same project fails three times in total, 5 points will be deducted from the company's annual project-level average basic assessment score, and there is no upper limit on the accumulated points.
Based on the above three items, the company’s project-level assessment score is obtained. As in the above example: ***The company's basic average score is 77.50 points, item (2) is awarded 2 points, and item (3) is deducted 5 points. The company's annual project-level assessment score is: 77.50 2-5=74.50 points.
Article 28 The final score of the company's project management compliance assessment shall be calculated based on the ratio of 40% of the enterprise-level assessment score and 60% of the project-level assessment score.
Final score = enterprise-level assessment score × 40 project-level assessment score × 60. As in the above example, the final score is: 81.25×40 74.50×60=77.20 points.
Article 29 The project management standard assessment accounts for 60% of the company’s annual assessment. The annual reward and punishment standards for the project management part that enter the cashing indicator are set as follows: the company's final score for the project management standard for the year, the full score is 100 points, with 75 points as the standard value, and if it is equal to the standard value, the benchmark annual salary will be implemented. 75 points﹤Final score≦85 points, reward 5,000 yuan/point; final score greater than 85 points, reward 10,000 yuan/point, upper limit is 250,000 yuan; 60≦ final score﹤75 points, and the number of yellow card warnings﹤5 , with a weight of 60 as the standard deduction of 50. For example: a company's floating annual salary is 200,000 yuan, and the project standard weight accounts for 60, which is 120,000 yuan. The company's annual project management assessment total score is 65 points, and the total number of yellow card warnings is 4. Then the amount of the company’s floating annual salary that meets the project management standard is [120,000*50=60,000 yuan]; if 60≦ the final score is <75 points, and the number of yellow card warning projects is ≥5, the weight of 60 will be used as the standard for all Deduction, for example, the total score of the company's project management compliance assessment is 65 points, and the number of yellow card warning projects is 5, then the project management portion of the company's floating annual salary will be cashed in at 0 yuan; if the score is <60 points, a weight of 60 will be used All deductions are standard. 7. Any project department that has not won project management standard model projects and outstanding projects cannot participate in the application and selection of any awards. 8. These methods and assessment standards will take effect from October 15, 2012, and the original second edition methods and standards will be abolished at the same time.
