For enterprises with sales revenue of 50 million yuan to 200 million yuan in the latest year, the total R&D expenditure in the three fiscal years accounts for no less than 3% of the total sales revenue; Scientific and technical personnel with college education or intermediate titles accounted for more than 20% of the total number of employees in the enterprise in that year, of which R&D personnel accounted for more than 8% of the total number of employees in the enterprise in that year.
