Article 5 A high-tech enterprise engaged in R&D, production, sales or technical services of the following high-tech and its products, and an enterprise only engaged in commodity sales cannot be recognized as a high-tech enterprise:

(2) bioengineering, drugs and medical devices;
(3) new materials;
(4) Optical-mechanical-electrical integration and advanced manufacturing;
(5) environmental protection;
(6) New energy and energy efficiency;
(7) aerospace;
(8) Modern agriculture;
(9) Earth, space and ocean engineering;
(10) Nuclear applications;
(eleven) the use of advanced technology and technological transformation to upgrade traditional industries;
(twelve) to provide research and development, technical consultation, technology trading, industrial design and other services for the development of high-tech industries;
(thirteen) related technology products that match the above fields, and other high-tech products that are suitable for the characteristics of Shenzhen's economic development.
Article 6 High-tech refers to technologies that meet the requirements of Article 5 of these conditions and reach the domestic advanced level. High-tech products refer to products that belong to the Catalogue of High-tech Products in Shenzhen and meet the following conditions:
(a) in line with international standards, national standards, industry standards or enterprise standards recognized by technical supervision departments at or above the prefecture level;
(2) Having passed the inspection by the product quality inspection agency;
(3) Reach the domestic advanced level.
Seventh high-tech enterprises must meet the following conditions at the same time:
(1) Having been registered in Shenzhen for more than one year (one accounting year) and having the qualification of an independent legal person.
(two) the ownership of intellectual property rights is clear, there is no intellectual property dispute, and it meets one of the following quantitative requirements:
1 many inventions or new plant varieties;

3. There are more than three design or software copyrights or exclusive rights of integrated circuit layout design that do not simply change the product pattern and shape.
(3) For enterprises whose sales revenue in the latest year is less than 50 million yuan, the proportion of total research and development expenses in the total sales revenue in the three fiscal years shall not be less than 5%; Scientific and technical personnel with college education or intermediate titles accounted for more than 30% of the total number of employees in the enterprise in that year, among which R&D personnel accounted for more than 10% of the total number of employees in the enterprise in that year.
For enterprises with sales revenue of 50 million yuan to 200 million yuan in the latest year, the total R&D expenditure in the three fiscal years accounts for no less than 3% of the total sales revenue; Scientific and technical personnel with college education or intermediate titles accounted for more than 20% of the total number of employees in the enterprise in that year, of which R&D personnel accounted for more than 8% of the total number of employees in the enterprise in that year.
For enterprises with sales revenue of more than 200 million yuan in the latest year, the total research and development expenses in the three fiscal years shall account for no less than 2% of the total sales revenue; More than 65,438+00% of the total employees of the enterprise are scientific and technical personnel with college education or intermediate titles, among which R&D personnel account for more than 6% of the total employees of the enterprise in that year.
If the enterprise has been registered for less than three years, it shall be calculated according to the actual operating years.

Step 5 close the case
Those who meet the examination and approval conditions shall be publicized to the public on the website of the Municipal Science and Technology Innovation Committee, with a publicity period of 10 working days. If there is no objection or the objection has been handled after the expiration of the publicity period, the Municipal Science and Technology Innovation Committee will publish the list, and the Municipal Science and Technology Department and the Municipal Finance Department will issue the "Shenzhen High-tech Enterprise Certificate". If it fails, a notice of disapproval shall be issued.
Step 6 deliver
The applicant shall receive the "Shenzhen High-tech Enterprise Recognition Certificate" from the comprehensive window of the municipal administrative service hall in the agreed way.
