(1) Domestic health food
1. Applicants should fill out the "Domestic Health Food Certificate Renewal Application Form" and submit 1 original copy and 8 copies of the certificate renewal application materials to the local provincial (municipal, district) food and drug supervision and administration department (hereinafter referred to as the provincial bureau). If there are multiple applicants, one unit should be jointly recommended as the applicant, and the application materials should be submitted to the provincial bureau where the recommended unit is located.
2． The provincial bureau shall review the standardization and completeness of the application materials within 5 days after receiving them, and accept them if they meet the requirements. The provincial bureau will organize on-site inspection of production (trial production) within 45 days after acceptance, put forward review opinions, and submit them to the national bureau together with the application materials.
3． After receiving the application materials, the National Bureau organizes a centralized review. If the requirements are met, the certificate will be renewed and the original health food approval certificate will be confiscated. If the requirements are not met, the certificate will not be renewed.
4. If the applicant has objections to the decision not to renew the certificate, he or she may state the reasons in writing in accordance with relevant regulations and submit a review to the National Bureau within 10 days.
(2) Imported health foods
1. Holders of imported health food approval certificates should entrust an agency in China to apply, fill out the "Imported Health Food Certificate Renewal Application Form", and submit 1 original copy and 8 copies of the certificate renewal application materials to the national bureau.
2． After receiving the application materials, the National Bureau organizes a centralized review. For those that meet the requirements, the certificate will be renewed and the original health food approval certificate will be confiscated. Certificates that do not meet the requirements will not be renewed.
3． If the applicant has objections to the decision not to renew the certificate, he or she may state the reasons in writing in accordance with the relevant regulations and submit a review to the National Bureau within 10 days.
(3) During the renewal review, the applicant shall submit relevant supplementary information within the specified time in accordance with the requirements of the National Bureau. If the applicant's name, address or agency in China changes, he or she must first apply for change filing in accordance with relevant regulations.
IV. Document Requirements
Applicants should provide the following application materials in accordance with the relevant requirements for health food registration:
(1) Health food certificate renewal application form;
(2) A copy of the health food approval certificate and its attachments;
(3) A copy of the applicant’s business license or other institution’s legal registration certificate;
(4) A letter of guarantee from the applicant that the patents obtained by others do not constitute infringement;
(5) A copy of the trademark registration certificate (no need to provide if there is no registered trademark);
(6) Product formula and dosage;
(7) Quality standards of raw materials and excipients;
(8) Functional ingredients
