Interim Measures of Jinan Municipality on Deepening the Reform of Household Registration System
Chapter I General Principles
Article 1 In order to meet the needs of our city's economic and social development and promote the coordinated development of population, economy, society, resources and environment, these measures are formulated in accordance with the relevant policies and regulations of the state and the province and combined with the actual situation of our city.
Article 2 The whole city implements a unified household registration system in urban and rural areas. Cancel the hukou nature of agricultural registered permanent residence, non-agricultural registered permanent residence and local urban hukou, and register it as a resident hukou according to the actual place of residence.
Article 3 These Measures shall apply to all personnel who have been approved by the relevant departments to transfer their jobs, recruit and settle down, find jobs for graduates, and move into the urban areas of this Municipality to apply for permanent residence.
The term "urban areas" as mentioned in these Measures refers to Lixia District, Shizhong District, Huaiyin District, tianqiao district, Licheng District and Changqing District.
Article 4 The municipal public security department is the competent authority for household registration management in this Municipality, and is fully responsible for household registration migration and management in accordance with the provisions of the state, the province and the municipal government. The police station is the household registration authority, which is specifically responsible for the household registration management within its jurisdiction and provides convenient conditions for citizens to settle down in accordance with the principle of simplicity and efficiency.
Article 5 The municipal development and reform department is responsible for the macro-control of population development, coordinating organizations, personnel, labor and social security, civil affairs, education and other departments to implement these measures within the scope of their duties, and cooperating with the municipal public security department to do a good job in the household registration management of population migration.
Article 6 Implement a proactive household registration policy for population migration, with the guiding principle of reasonably controlling the total amount of migration, optimizing the migration structure and promoting the rational distribution of population, conscientiously implement Scientific Outlook on Development, vigorously introduce high-level talents, and promote accelerated economic and social development; According to the requirements of people-oriented and building a harmonious society, create a good environment and effectively solve the household registration management problems in people's lives.
Chapter II Access Conditions
Seventh population migration household registration management to implement the conditional access system. The basic conditions are fixed residence, legal occupation and income. Visiting scholars, trainees, their spouses and unmarried children who have gone abroad 1 year or more to study in foreign universities and research institutes and obtained foreign master's degrees or above, have obtained bachelor's degrees or above and scientific research achievements and patented technologies abroad, or have obtained bachelor's degrees or above in China and have the qualifications for professional and technical positions at or above the intermediate level;
3. Academicians of the two academies, young and middle-aged experts who have made outstanding contributions to the country, first-and second-class candidates of the national "100 million projects", people who enjoy special allowances from the state and provincial governments, top-notch talents above the provincial (city) level, their spouses and unmarried children;
4. Persons with independent intellectual property rights and patents, inventions or proprietary technologies that have reached the advanced level at home and abroad, their spouses and minor children;
5. Personnel, workers, technicians, their spouses and minor children transferred from economic units with bachelor's degrees and bachelor's degrees or college degrees and intermediate titles recognized by the state;
6. Party and government organs at all levels, people's organizations, institutions with financial allocations, enterprises and institutions that can pay taxes in full, register for old-age insurance and pay old-age insurance premiums in full and on time, and professional and technical personnel with nationally recognized bachelor's degrees and bachelor's degrees, who have worked in their units for three years and paid old-age insurance premiums on time, who have housing in their units or have established collective accounts and meet the conditions for settlement, are allowed to settle down;
7. 3. Children's Shelter: Minor children can voluntarily choose to settle with their father or mother; If the only child takes refuge in his parents, the unmarried are not subject to age restrictions; Non-only-child families, except minor children, can take care of 1 unmarried adult children to take refuge (employee transfer);
4. Minors who have taken refuge in grandparents because of their parents' death;
5. Abandoned babies and orphans adopted by adoptees and social welfare institutions who meet the requirements of the adoption law in accordance with the procedures prescribed by law shall be approved by the civil affairs department.
(5) Procurement personnel
Persons who have purchased a complete set of commercial housing with a construction area of 100 square meter or more, obtained the real estate license, paid in full and actually lived in the urban area, and have legal occupations, spouses and minor children.
(6) Taxpayers
Investors, spouses and minor children of individual and private enterprises who paid taxes of 30,000 yuan in that year or accumulated taxes of more than 50,000 yuan in three years and paid endowment insurance premiums on time.
(7) Resettlement of retired soldiers
1. Demobilized soldiers and veterans who meet the requirements of national policies and receive resettlement;
2. Demobilized military cadres who meet the requirements stipulated in the talent introduction policy of this Municipality;
3. With the approval of the resettlement department, retired noncommissioned officers who have been employed in enterprises and institutions in this Municipality for 5 years and paid the endowment insurance premium on time will be resettled in different places.
(eight) retired resettlement
1. Retired military cadres who need to be placed in this city according to national policies;
2 retired cadres and retired workers who need to be resettled in this city;
3 retirees who need to rely on their children for economic resettlement.
(9) The personnel of the organizational units move in.
People who have settled in this city from regional headquarters or sales centers, R&D centers of large domestic and foreign companies, financial institutions such as banks, securities and insurance, and high-tech enterprises with good development prospects.

(11) Other circumstances.
1. The city has won the honorary titles of "model worker" and "courageous and advanced" at or above the municipal level, and other migrant workers who have won national honorary titles;
2. Persons who have won the title of "Honorary Citizen" of this Municipality.
Ninth urban non-built areas require to move into built-up areas, and those who take refuge in immediate family members or own property houses and actually live are not restricted by conditions. The rest can be handled with reference to the above provisions.
Chapter III Procedures for Handling Affairs

Sixteenth where the scope of services and units involved in these measures, except for the projects approved by the price department, shall not charge any fees.

If the party concerned believes that the specific administrative act of the department violates the provisions of these measures, it has the right to complain and report to the supervision department. If it is verified that there is indeed dereliction of duty, abuse of power, corruption and influence, the responsibility of units and individuals should be investigated and corresponding administrative sanctions should be given according to regulations.
Article 20 These Measures shall come into force as of the date of promulgation. The original regulations on household registration management of urban population migration are inconsistent with these measures, and shall be abolished at the same time.
