With the pace of building an innovative country in China and the acceleration of economic globalization, the status and role of intellectual property rights in all work have been historically promoted. During the Eleventh Five-Year Plan period, the province's intellectual property work was thoroughly implemented in Scientific Outlook on Development. In accordance with the principles of encouraging creation, effective use, legal protection and scientific management, focusing on serving and promoting the comprehensive revitalization of Liaoning's old industrial bases, focusing on improving the ability of market participants to create and use intellectual property rights, strengthening intellectual property publicity and training and talent team building, gradually improving local laws, regulations and policy systems, and constantly improving the level of intellectual property law enforcement and management.

In 20 10, the province's intellectual property work focused on the overall economic and social development of Liaoning, vigorously implemented the intellectual property strategy, centered on improving the comprehensive ability of intellectual property creation, application, protection and management, further consolidated the work foundation, improved the service level, strengthened protection, stimulated independent innovation, and better played the supporting and leading role of intellectual property in Liaoning's economic and social development, successfully completing the work in the closing year of the Eleventh Five-Year Plan. In 20 10, the number of patent applications in the province exceeded 30,000 for the first time, reaching 342 18, an increase of 32.6% over the previous year, ranking ninth in the country. Among them, the number of invention patent applications was 9,884, up 38.7% year-on-year, ranking seventh in China. The number of patents granted reached 17093, a year-on-year increase of 40. 1%. Among them, 2,357 invention patents were granted, with a year-on-year increase of 18.2%.

20 1 1 year is the first year for the province to fully implement the Twelfth Five-Year Plan for intellectual property work, and it is also a crucial year for implementing the intellectual property strategy. We will aim at comprehensively improving the comprehensive ability, independent innovation ability and core competitiveness of intellectual property rights, focus on the overall situation of Liaoning's economic and social development, vigorously promote the implementation of intellectual property strategy, focus on improving the comprehensive ability of intellectual property creation, application, protection and management, further consolidate the work foundation, improve service level, increase protection, stimulate independent innovation, give full play to the supporting and leading role of intellectual property rights in Liaoning's economic and social development, and constantly create a new situation in Liaoning's intellectual property work.
