According to the above responsibilities, the Provincial Intellectual Property Office has five internal organs:
(1) The office
is responsible for the daily operation of messages, meetings, confidential documents and other organs; To undertake information, security, confidentiality, letters and visits, finance, government affairs disclosure, administrative affairs and state-owned assets management; To guide and supervise the financial and state-owned assets management of directly affiliated units.
(II) Policy and Regulation Department (Patent Law Enforcement Department)
Draft local laws and regulations on patents and intellectual property rights; To undertake the research on the development trends of intellectual property rights at home and abroad, major issues related to intellectual property rights in the province and related policies; To formulate the patent law enforcement plan and work plan of the whole province; To undertake the relevant work of establishing and organizing the implementation of intellectual property law enforcement cooperation mechanism; Handle and mediate patent disputes and investigate and deal with patent counterfeiting; Organize the establishment of an early warning and assistance mechanism for intellectual property rights; To undertake relevant administrative reconsideration and administrative litigation.
(III) Coordination Management Office
undertakes to organize and coordinate the relevant work of intellectual property rights in the province; Organize the formulation and coordination of the implementation of the province's intellectual property development plan and work plan; To undertake the work related to the implementation of the national and provincial intellectual property strategy outline; To undertake the overall coordination of foreign-related intellectual property matters in the province and the external liaison, cooperation and exchange of patent work; To undertake the establishment of patent agencies and the audit of patent agency business by law firms; Responsible for the construction of patent information public service system in the province, and promote the dissemination and utilization of patent information; To guide and supervise the work of patent intermediaries; Organize the statistical work of intellectual property rights; To undertake the specific work of the office of the joint meeting of the provincial government on intellectual property rights.
(IV) Patent Management Office
Draw up the patent development plan and work plan of the whole province and organize their implementation; To guide the patent work of enterprises and institutions; Organize and promote the implementation of patents; To undertake the standardization and management of patent technology transactions; To undertake the filing of patent licensing contracts; To undertake the selection of patent awards in the whole province; Guide and standardize the evaluation of intangible assets of intellectual property rights in conjunction with relevant departments.
(5) Publicity and Education Department (Personnel Department)
Organize the publicity of intellectual property rights and patent laws, regulations and policies; To formulate plans for education and training on intellectual property rights and organize their implementation; Organize the evaluation of professional and technical titles related to intellectual property rights; To undertake the business training and assessment of patent agents; To undertake the organization establishment, cadres and personnel, labor wages and other work of organs and directly affiliated units; Responsible for the work of retired cadres.
