(2) Persons who have obtained postgraduate education or master's degree in China, studied abroad, been a visiting scholar 1 year or engaged in postdoctoral research and achieved certain scientific research results.
These Provisions shall apply to the personnel from Hong Kong, Macao and Taiwan who meet the qualifications, degrees and achievements specified in Items (1) and (2) of the preceding paragraph to work in Guangzhou. Article 3 The ways for overseas students to work in Guangzhou include:
(a) to state organs, enterprises, institutions and other organizations part-time or post;
(two) the establishment, contracting and leasing of various economic entities and research and development institutions;
(three) in the form of proprietary patents, proprietary technology, funds, etc., to participate in various enterprises;
(four) employed as a consultant or consulting expert of state organs, enterprises and institutions;
(five) to Guangzhou to carry out scientific research cooperation, technology development and other activities. Article 4 Overseas students who come to work in Guangzhou shall follow the principles of freedom of coming and going, convenience of coming and going, consistency in learning and application, and giving full play to their talents. Article 5 The municipal department of human resources and social security is the competent department of service management for overseas students in this Municipality.
Guangzhou Overseas Students Science and Technology Exchange Conference Office is responsible for hosting the Guangzhou Overseas Students Science and Technology Exchange Conference and assisting in the introduction of overseas students.
Guangzhou Overseas Students Service Management Center is an organization that provides comprehensive services for overseas students, and is specifically responsible for overseas students' contact, reception, consultation, issuance of relevant certificates, information exchange, assistance in declaration, agency procedures and other services. Article 6 The municipal government shall set up special funds for overseas students to improve their living conditions and working environment, and provide financial support for short-term service, lectures, technical support, achievement recommendation and international academic exchanges and cooperation. Article 7 The wages of overseas students shall be determined by the employing unit and overseas students through consultation. Enterprises can set their own wage standards according to the situation; If a public institution is employed, its salary can be determined with reference to the preferential treatment of similar personnel in this unit. Article 8 The length of service of overseas students who meet the national length of service policy before and after going abroad can be calculated together, which can be regarded as the payment period of endowment insurance, and the payment period of participating in social medical insurance before and after going abroad can be calculated together.
For overseas students who have obtained a master's or doctoral degree, the time spent studying for a master's or doctoral degree is counted as continuous service. Article 9 When overseas students apply for the qualification assessment of professional and technical posts for the first time after returning to China, they may directly apply for the qualification assessment of professional and technical posts of corresponding grades according to their actual professional and technical level and ability. Specific reporting conditions, procedures and channels shall be implemented in accordance with relevant regulations.
High-level overseas students who come to Guangzhou to work may, according to their academic qualifications, academic or professional technical level, according to their personnel management authority, directly appoint professional and technical posts of corresponding levels after being audited by the competent department and reported to the human resources and social security department at the same level for confirmation, and are not limited by their working years and the proportion of professional and technical posts in the unit.
The term "high-level overseas students" as mentioned in these Provisions refers to those who are engaged in related work in their major and have made remarkable achievements abroad, and are all kinds of senior talents urgently needed to be introduced in this city, as well as those who have patents or proprietary technologies and have good industrial development prospects. Article 10 The municipal human resources and social security department shall determine that the talent agency shall provide personnel agency services for overseas students in Guangzhou for 2 years free of charge.
Overseas students who have handled personnel agency services can handle professional and technical post qualification assessment, political examination abroad, social insurance and other matters according to state regulations. Eleventh overseas students who come to Guangzhou to settle down and their spouses and minor children who move with them can go through the registration formalities in registered permanent residence, the public security organ, with the relevant certificates issued by the Guangzhou urban resident account card and the municipal human resources and social security department.
The children of overseas students with China passports who have lived abroad for more than 1 year, given birth according to the policy or during their stay abroad, and returned to Chinese mainland to give birth to a second child after pregnancy abroad can go to Guangzhou with their parents. Twelfth children of overseas students to enter the park, nursery by the local education department and relevant departments to assist in the arrangement; Those who receive compulsory education shall be arranged by the education department of the district or county-level city where they live. Those who participate in the unified admission of the senior high school entrance examination will enjoy the policy care of students.
Nursery institutions, children's palaces and schools shall not charge any fees other than those stipulated or approved by the price department for the children of overseas students to enter kindergartens, parks, children's palaces and schools. Thirteenth China passport holders who have not settled in Guangzhou, with the relevant certificates issued by the municipal human resources and social security departments, enjoy the treatment of the city residents.
Overseas students who meet one of the following conditions can apply to the human resources and social security department for resettlement subsidies provided from the special funds for overseas students with the real estate license of the house purchased in Guangzhou, the pre-sale registration certificate of commercial housing, the deed tax payment certificate or the house lease contract:
(1) Having obtained a doctorate abroad;
(2) Having engaged in postdoctoral research abroad;
(3) Obtaining a master's degree abroad and having more than 5 years of overseas work experience in this field;
(4) other recognized overseas students.
