The power of attorney can be made public. It generally takes 1-2 months from patent authorization to certificate. Patents can only be issued after authorization. After authorization, the patent power of attorney will be issued to the patentee, and the patentee can only issue the license after paying the fee.
Once a patent is filed (only referring to the earlier application), it enjoys the right of application and priority. As a right, it can be transferred by agreement. The transfer of the right of application and priority shall be carefully registered with the Patent Office and announced by the Patent Office. As far as the invention patent is concerned, the pre-announcement can enter the public procedure immediately after it has passed the preliminary examination of the Patent Office.
