It is even more necessary to optimize the business environment at ports, create convenient conditions, enhance market vitality, stabilize enterprise expectations and promote foreign trade development.

Optimizing the business environment of ports is indeed a matter of great concern. It should be said that the CPC Central Committee attaches great importance to it and the whole society is also widely concerned. Deputies to the National People's Congress and members of the Chinese People's Political Consultative Conference are also a hot spot of great concern and one of the key work contents of the customs. The relevant work in this regard has achieved substantial results. The related effects are mainly manifested in three aspects:

First, the overall customs clearance time for import and export goods is shorter. Coordinate the prevention and control of epidemic situation and promote customs clearance, and guide local port offices and customs to fully implement various customs clearance facilitation measures on the basis of strict implementation of epidemic prevention. We will continue to optimize the procedures for customs clearance at ports, push key ports to announce the operating time limit, and comprehensively promote customs clearance modes such as "declare in advance" and "two-step declaration".

On-line import tariffs cooperate with a number of cross-departmental applications, such as online verification and joint boarding of ships, and the operation process is changed from "series" to "parallel" to realize one-window acceptance, joint inspection and whole-process tracking feedback. Up to now, the "single window" of international trade has been connected with 3 departments.

819 services in 22 categories were launched, with more than 6.2 million registered users and 17 million daily business declarations, which basically achieved full coverage of port law enforcement services and met the "one-stop" business handling needs of enterprises.

The People's Republic of China and the Central People's Government of China have achieved substantial results in optimizing the business environment at ports.
