Four. Provisions on Non-tendering (1) If a construction project that cannot be tendered falls into one of the following circumstances, it cannot be tendered. However, an application for not inviting tenders must be submitted in the feasibility study report, and the reasons for not inviting tenders should be explained: 1) It involves national security or has special confidentiality requirements; (two) the survey and design of construction projects adopt specific patents or proprietary technologies, or their architectural artistic modeling has special requirements.
