Chapter I General Provisions
Article 1 In order to mobilize the enthusiasm of teachers, scientific and technological workers and scientific research organizations in colleges and universities for scientific and technological innovation, independent innovation and promoting scientific and technological progress, promote scientific and technological innovation and personnel training in colleges and universities, and accelerate the development of education and scientific and technological undertakings in China, these Measures are formulated in accordance with the Regulations on National Science and Technology Awards and in light of the actual situation of colleges and universities.
Article 2 The Outstanding Achievement Award for Scientific Research (Science and Technology) in institutions of higher learning is used to encourage teachers, scientific and technological workers and scientific research organizations in institutions of higher learning who have made outstanding contributions to promoting scientific and technological progress. It is awarded to citizens and organizations in China, and awarded to citizens and organizations of the same project in order of contribution. Outstanding achievements in scientific research (science and technology) in colleges and universities include the following awards:
(1) Outstanding Achievement Award and Natural Science Award for scientific research in institutions of higher learning;
(two) outstanding achievements in scientific research in colleges and universities;
(three) outstanding achievements in scientific research and scientific and technological progress award in colleges and universities;
(4) Outstanding Achievement Award and Youth Science Award for scientific research in institutions of higher learning.
Article 3 The Award for Outstanding Achievements in Scientific Research (Science and Technology) in institutions of higher learning implements the principle of respecting knowledge and talents, encourages independent innovation, encourages climbing the peak of science and technology, promotes the close integration of scientific research, teaching and personnel training, inspires young scholars, accelerates the implementation of the strategy of rejuvenating the country through science and education and strengthening the country through talents, and promotes sustainable development and innovation-driven development. Its recommendation, evaluation and award shall follow the principles of openness, fairness and impartiality, and shall not be illegally interfered by any organization or individual.
Article 4 Outstanding achievements in scientific research (science and technology) in institutions of higher learning shall be awarded the first prize and the second prize, and special prizes may be awarded for particularly outstanding achievements. The Youth Science Award for Outstanding Achievements in Scientific Research in Colleges and Universities is not graded. The total number of outstanding achievement awards in scientific research (science and technology) in colleges and universities does not exceed 320 each year.
Article 5 The Ministry of Education shall establish an Award Committee for Outstanding Achievements in Scientific Research (Science and Technology) in Colleges and Universities (hereinafter referred to as the Award Committee). The Award Committee consists of 20-30 members, composed of well-known experts and scholars selected and leaders of relevant competent departments, and appointed by the Ministry of Education. The term of office of the members of the Award Committee is three years, and they are re-elected at the expiration of the term, and the number of members each time is not less than 1/3.
The main duties of the Award Committee are: to examine and approve the candidate projects for the grand prize and the candidate projects for the Youth Science Award nominated and recommended by the Review Committee for Outstanding Achievements in Scientific Research in Colleges and Universities (hereinafter referred to as the Review Committee), to examine and approve the candidate projects for the first prize and the second prize submitted by the Review Committee, and to provide policy opinions and suggestions for the award work. The examination and approval results of the Award Committee shall be reported to the Ministry of Education for approval.
Article 6 The Award Committee has an Award Office, which is responsible for the daily work of awards. The office of reward work is located in the Science and Technology Development Center of the Ministry of Education and is the organization and management department of reward work.
Article 7 The evaluation committee shall be composed of experts and scholars with high academic attainments and correct style of study in related disciplines according to the specific circumstances such as the discipline distribution of the recommended projects in that year. Members of the review committee shall be appointed by appointment system, and the review committee shall be adjusted every year according to the declared projects in that year, with the adjustment ratio not less than 1/3, and each term of office shall be 3 years.
The main duties of the evaluation committee are: to evaluate the candidates for the first prize and the second prize of the Outstanding Achievement Award for Scientific Research (Science and Technology) in colleges and universities, nominate and recommend the candidates for the grand prize, and deal with the problems arising from the evaluation.
Chapter II Conditions for Declaration and Nomination and Recommendation
Article 8 Outstanding Achievement Award of Scientific Research in Colleges and Universities The Natural Science Award (hereinafter referred to as the Natural Science Award) is awarded to individuals and units that have made important scientific discoveries in basic research and applied basic research.
Important scientific discoveries shall meet the following conditions:
(1) has not been found or clarified by predecessors. It means that this natural scientific discovery is first put forward at home and abroad, or its scientific theory is first expounded at home and abroad, and its main works are first published at home and abroad.
(2) It has great scientific value. It refers to being at the leading or advanced level of international similar research academically, being original in scientific theory and theory, being innovative in research methods and means, and making creative and systematic contributions to the collection and comprehensive analysis of basic data; It is of great significance to the development of science and technology, or has an important impact on economic construction and social development.
(3) It is recognized by natural science circles at home and abroad. Refers to the main works have been published or published for more than two years, and their important scientific conclusions have been cited or applied by domestic and foreign counterparts.
Article 9 The main winner of the Natural Science Award must be the author of a representative work of natural science discovery and meet one of the following conditions:
(a) put forward the overall academic thought and research plan;
(two) to discover and clarify important scientific phenomena, characteristics and laws, establish scientific theories and theories, or put forward research methods and means, and collect and comprehensively analyze important basic data;
(three) to solve key academic problems or experimental technical difficulties.
The main completion unit of the natural science award should be the unit that presided over or participated in the formulation and implementation of the research plan or scheme, and provided technical, financial or equipment conditions, which played an important role in the research of this achievement. The winning unit must be the unit where the main finishing department is located.
Tenth Chinese and foreign scholars to complete the work, China scholars should be the main author, and there is no dispute over the ownership of intellectual property rights, and there are written certificates provided by foreign academic institutions or personnel.
Article 11 Technological Invention Awards (including patents) for outstanding achievements in scientific research in institutions of higher learning (hereinafter referred to as Technological Invention Awards) shall be awarded to individuals and units that have made important technological inventions such as products, processes, materials and systems by using scientific and technological knowledge.
Important technological inventions shall meet the following conditions:
(1) Not invented or made public by predecessors. It means that the technological invention is the first at home and abroad, or the main technical content has not been published or made public in domestic and foreign public publications, media and various public information channels, nor has it been publicly used.
(2) Advanced nature and creativity. Compared with the existing similar technologies at home and abroad, this technological invention has substantial characteristics and remarkable progress, and its main performance (traits), technical and economic indicators, scientific and technological level and its role and significance in promoting scientific and technological progress are superior to similar technologies.
(three) after the implementation, it has created remarkable economic or social benefits, or has obvious application prospects. Refers to the mature invention of this technology, which has been applied for more than 2 years and achieved good results. Technological inventions directly related to personal and social security, such as new varieties of animals and plants, medicines, food, genetic engineering technology, etc. , shall not be recommended before obtaining the approval of the administrative organ.
The technological invention award (patent) shall be the scientific research achievement with authorized invention patent or authorized utility model patent (excluding national defense patent and confidential patent); After the implementation of the patent, obvious economic or social benefits have been achieved.
Article 12 The main person who completes the technical invention award shall meet one of the following conditions:
(1) Having made important contributions in the process of technological invention and being an independent creator of all or part of creative technical content;
(2) Having made important contributions in the implementation of the technological invention.
The main completion unit of the technical invention award refers to the unit where the main inventor of the invention works, which plays an important role in completing the invention or implementing the technology of the invention.
Thirteenth technical invention award (patent award) should be mainly completed by the inventor of the patent and the relevant personnel who have made outstanding contributions in the implementation of the patented technology; The main completion unit refers to the patentee of the patent and the unit that implements the patented technology.
Article 14 Outstanding Achievement Award of Scientific Research in Colleges and Universities The Science and Technology Progress Award (including popularization and popularization of science) (hereinafter referred to as the Science and Technology Progress Award) is awarded to individuals and units that have made creative contributions in the application and popularization of advanced scientific and technological achievements, the completion of important scientific and technological projects, plans and projects, or made important contributions in the popularization of science. The achievements of the Science and Technology Progress Award shall meet the following conditions:
(1) Outstanding technological innovation. Technological innovation, especially independent innovation in high-tech fields, has formed the leading technology and brand-name products of the industry, or applied high-tech equipment and transformed traditional industries, upgraded traditional industries through technological innovation, and increased the technical content of industries; The technical difficulty is great, which solves the hot, difficult and key problems in the development of the industry; The overall technical level and main technical and economic indicators have reached the leading level in the industry.
(2) Significant economic or social benefits. Fifteenth scientific and technological progress award (promotion) achievements should have: to promote the application of advanced scientific and technological achievements or make outstanding contributions in the process of commercialization and industrialization of scientific and technological achievements, to achieve significant economic or social benefits, to form an industrial scale or to reach a certain application coverage.
Sixteenth scientific and technological progress awards (popular science) should have the following achievements: the content or expression of the topic and the creative method are important innovations, which are difficult to create, and the quality of the finished products reaches the excellent level of similar products; The social benefit is remarkable, and its popularity is at the leading level in similar popular science works in China; It has obvious demonstration and driving effect on the creation of popular science works.
Seventeenth science and technology progress award should meet one of the following conditions:
(a) made an important contribution in proposing and determining the overall technical scheme of the project;
(2) Having made important contributions to solving key technologies and difficult problems;
(3) Having made important contributions in the process of transformation and application of achievements;
(four) to make creative contributions in the process of technology implementation of high-tech industrialization;
(5) Having made important contributions to improving national scientific and cultural literacy and popularizing scientific and technological knowledge.
The main completion unit of the scientific and technological progress award refers to the unit where the main completion person of scientific and technological achievements works, and provides technology, equipment and personnel in the process of project research, development, production, application and promotion, which plays an important role in the completion of the achievements. The administrative department shall generally not be the main completion unit.
Eighteenth Young Science Awards are awarded to young teachers in school who have been engaged in basic scientific research for a long time and have achieved some influential and original achievements, and the age is not more than 40 years old. Candidates should have innovative scientific spirit, good scientific ethics, solid academic accomplishment and noble morality, devote themselves to scientific research, actively carry out personnel training, and have the ability to independently carry out scientific research and strong potential for scientific research development.
Chapter III Suggestions
Nineteenth institutions of higher learning scientific research outstanding achievement award (Science and Technology Award) recommended and evaluated once a year.
Twentieth colleges and universities outstanding scientific research achievement award (science and technology) in the natural science award, technological invention award, scientific and technological progress award first prize, second prize recommended by the following units and individuals:
(a) all kinds of research results of institutions of higher learning affiliated to the central ministries and commissions, approved by the school, are directly recommended by the school to the reward organization and management department;
(two) all kinds of research results of local institutions of higher learning, approved by the school, recommended by the education departments of provinces, autonomous regions and municipalities directly under the central government to the organization and management department of reward work;
(3) More than 3 academicians of China Academy of Sciences and China Academy of Engineering may jointly recommend 1 research results familiar with the major to the reward organization and management department.
Twenty-first projects completed by two or more units shall be recommended by the first unit after consultation, but the first unit shall be an institution of higher learning.
Twenty-second achievements involving national defense and national security shall abide by the relevant confidentiality provisions of the state.
Twenty-third natural science award, technological invention award and scientific and technological progress award shall be nominated by the expert review committee for the outstanding achievements in the project to be awarded the first prize of that year and recommended as the grand prize.
Twenty-fourth youth science awards shall be nominated and recommended. Candidates must be recommended in writing by the nominator. Nominees mainly include:
(1) Relevant societies under the jurisdiction of China Association for Science and Technology;
(2) Presidents of relevant universities;
(3) Winners of the National Science and Technology Award and the Ministry of Education Award;
(four) academicians of the two academies working in colleges and universities (three or more joint names).
Twenty-fifth recommendation units and referees believe that the participation of relevant experts in the review may affect the fairness of the review, and may request withdrawal, and explain the reasons in writing. The number of avoidance experts proposed in each proposal shall not exceed 3.
Twenty-sixth achievements in any of the following circumstances shall not be recommended as outstanding achievements in scientific research (science and technology) in colleges and universities:
(a) has won the national, provincial (ministerial) level science and technology award;
(2) There is an intellectual property dispute between the signature of the completing entity and the signature of the completing person, which has not been resolved;
(three) in accordance with the provisions of relevant laws and regulations, it is necessary to obtain relevant permits, and the projects directly related to individuals and social security and public interests have not been approved by the administrative department.
Twenty-seventh personnel who declare outstanding scientific research achievements in institutions of higher learning can only declare one in the same year.
Twenty-eighth projects that have not won the prize after evaluation, if there is no substantial progress, are recommended in principle at intervals of one year.
Twenty-ninth projects that recommend outstanding achievements in scientific research (science and technology) in colleges and universities need to fill in the "Recommendation Letter" according to relevant regulations and provide relevant materials. The recommendation and related materials shall be complete and true.
Chapter IV Evaluation Criteria
Thirtieth natural science award evaluation criteria are:

Thirty-first technology invention award evaluation criteria are:
(a) is an important technological invention pioneered at home and abroad, with unique technical ideas and major technological innovations. Its technical and economic indicators have reached the leading level of similar technologies in the world, which has promoted the technological progress in related fields and produced remarkable economic or social benefits or obvious application prospects, and can be rated as the first prize.
(2) It is a major technological invention initiated at home and abroad, or existing at home and abroad but not yet made public, with novel technical ideas and major technological innovations. Its technical and economic indicators have reached the advanced level of similar technologies in the world, which has promoted technological progress in this field and produced obvious economic or social benefits or obvious application prospects, and can be awarded the second prize.
(three) the original innovation is particularly prominent, and the main technical and economic indicators are obviously superior to similar technologies or products at home and abroad, and have achieved significant economic or social benefits.
Thirty-second technology invention award (patent) evaluation criteria are:
(1) Invention patents: inventions with strong originality, whose technical and economic indicators have reached the leading level of similar technologies in the world, which have played an outstanding role in promoting technological progress and innovation in this field, and have achieved remarkable economic or social benefits after the implementation of the patents, can be awarded the first prize; The technical ideas are novel, there are major innovations in technology, and the technical and economic indicators have reached the advanced level of similar technologies in the world, which has promoted technological progress and innovation in this field. Chapter V Evaluation and Award

Confidential projects involving national defense and national security shall be made public within an appropriate scope in accordance with relevant state regulations.
Forty-second institutions of higher learning scientific research outstanding achievement award (Science and Technology Award) winning projects and winners by the Ministry of Education issued certificates.
Chapter VI Objection and Handling
Article 43 Awards for outstanding achievements in scientific research (science and technology) in institutions of higher learning shall be subject to social supervision, and an objection handling system shall be implemented. Any unit or individual who has any objection to the publicity of the candidate projects and candidates may submit it to the objection acceptance department within the prescribed publicity period. Objections raised within the time limit will not be accepted, except for fraud, plagiarism or principled errors in the results.
Article 44 An objection shall be raised in writing and relevant evidence shall be provided. If the unit raises an objection, it must be stamped with the official seal of the unit. If an individual raises an objection, his real name, work unit and contact information shall be attached.
Article 45 Objections are divided into substantive objections and non-substantive objections. There are objections to the innovation, advancement and practicability of the candidate project, the letter of recommendation is untrue, and there are major problems in the study style and morality of the main finisher and the candidate, which are substantive objections; Objections to the major completers, major completers and their rankings are immaterial objections. The opinions of recommending units, recommending experts, completers and completing units on the evaluation level are not within the scope of objection.
Forty-sixth objections raised during the publicity period before recommendation shall be handled by the recommending unit, and the recommended materials shall be attached with the publicity report of the recommended project.
Forty-seventh substantial objections after the acceptance of the project shall be handled by the reward office in conjunction with the relevant recommendation units or experts. Any party involved in the objection shall actively cooperate and shall not shirk or delay. After receiving the notice of objection handling, the relevant units or recommended experts shall verify the objection materials within the specified time and make a reply as scheduled. When necessary, the reward office may organize relevant experts to conduct investigation and reconsideration according to the needs, put forward handling opinions, and report to the expert review committee for examination and approval of the outstanding achievement award (science and technology) of scientific research in colleges and universities in the next year.
Non-substantive objections shall be investigated, verified and coordinated by the recommended units or experts, and preliminary treatment opinions shall be put forward and submitted to the reward office for review.
If the recommendation unit or recommendation expert fails to submit the investigation and verification report within the specified time, it shall be deemed as a waiver.
Objections involving national security achievements shall be handled by relevant departments, and the results shall be reported to the evaluation organization and management department.
Forty-eighth units and personnel involved in the handling of objections should respect the scientific spirit, abide by the law, be objective and fair, and strictly keep secrets.
Chapter VII Punishment
Article 49 Anyone who plagiarizes or usurps others' discoveries, inventions or other scientific and technological achievements, or defrauds outstanding scientific research (scientific and technological achievements) of institutions of higher learning by other improper means, shall be reported by the evaluation organization and management department to the Ministry of Education, which shall revoke the award and withdraw the certificate.
Article 50 Where a recommending unit or recommending expert provides false data and materials to assist others to defraud the outstanding achievement award (science and technology) of scientific research in colleges and universities, the evaluation organization and management department shall report to the Ministry of Education, and the Ministry of Education shall give informed criticism or cancel his recommendation qualification.
Article 51 If the relevant personnel who participate in the outstanding achievement award (science and technology) activities of scientific research in colleges and universities practise fraud, practise favoritism or divulge secrets in the evaluation activities, they shall be punished in accordance with the relevant provisions.
