3. Full-time and senior titles: other professional and technical personnel with full-time and senior professional and technical post qualifications.
4. Deputy senior professional title plus achievements: talents who have obtained the qualification of deputy senior professional and technical positions (including senior social workers and senior political engineers) and achieved one of the following professional and technical achievements: they have won awards at or above the district, county (city) level, undertaken projects and scientific research projects at or above the district and municipal level, obtained authorized patents (the top three finishers), formulated local standards, industry standards or national standards (the top three finishers) and published them.
5. Senior technician plus achievements: professional skilled personnel who have the professional qualification of senior technician and have achieved one of the following achievements: they have won awards at or above the district, county (city) level, undertaken scientific research projects at or above the district and municipal level, obtained authorized patents, formulated local standards, industry standards or national standards, published works, compiled teaching materials, and published academic papers in core journals at home and abroad;
