(1) Those who meet the application qualifications must apply in person and be approved by their unit before they can apply for the work attendance skills position level assessment.
(2) Those who abide by laws and regulations, have good professional ethics, are in good health, can do their job conscientiously and responsibly, and meet the following application qualifications for each level, can apply for the corresponding work skills position level Assessment.
1. Those who have been upgraded to a regular level before September 30, 2022 and have less than 10 years of working experience can apply for the Level 5 (junior worker) assessment of work attendance skills positions.
2. Applicants who have passed the Level 5 Assessment for Work Attendance Skills Positions and have worked in this type of work and this level for 5 years, or have worked for 10 years or more (inclusive), can apply for the Level 4 (Intermediate Worker) Assessment for Work Attendance Skills Positions.
3. Applicants who have passed the Level 4 Assessment for Work Attendance Skills Positions and have worked in this type of work and this level for 5 years, or have worked for 18 years or more (inclusive), can apply for the Level 3 (Senior Worker) Assessment for Work Attendance Skills Positions.
(3) Those who meet the following qualifications can apply for the second-level (technician) assessment for work attendance skills positions.
1. Abide by laws and regulations, have good professional ethics, be in good health, and be able to do their jobs conscientiously and responsibly.
2. Outstanding work performance and achievements, diligent study of technology, unique skills, expertise and ability to teach skills, able to solve major technical operational problems in this type of work.
3. Pass the third-level assessment for work skills positions and have worked in this type of work and this level for 5 years.
4. Have an education level above a technical school (vocational college) or high school (including vocational high school). For those with higher skills and older age (men over 50 years old, women over 45 years old), the qualification can be relaxed to junior high school education.
(4) Those who meet the following qualifications can apply for the first-level (senior technician) assessment of work skills positions.
1. Comply with laws and regulations, be dedicated to work, have good professional ethics; be in good health and be able to fully perform job responsibilities.
2. Have more than 25 years of working experience, have obtained the qualification certificate for the second-level work skills position in government agencies and institutions for more than 5 years, and have been appointed to the second-level work skills position.
3. Have an education level above a technical school (vocational secondary school) or high school (including vocational high school).
4. The annual assessments in the past 5 years have all been qualified or above, and the annual assessment results for more than 2 years have been excellent or rated as outstanding Communist Party members of the year.
5. Systematically master the basic theoretical knowledge and operational skills of this type of work, be able to solve difficult technical operation problems of this type of work, and have the ability to train and guide senior workers and technicians of this type of work.
6. After obtaining the qualification certificate for the second-level work skills position in government agencies and institutions, those who meet one of the following conditions are not subject to the restrictions in Articles 3 and 4 mentioned above.
(1) Those who have been commended by party committees and governments at or above the provincial or municipal level, or commended by work departments at or above the provincial level for various regions, departments, or the system and industry.
(2) Winners of the May Day Labor Medal awarded by the All-China Federation of Trade Unions or Provincial Federation of Trade Unions.
(3) Winners of technical experts at the provincial or municipal level or above.
(4) Winners of individual third prizes or above in skill competitions at the provincial or municipal level or above.
(5) Those who have obtained 1 national invention patent or 2 utility model patents related to this type of work, ranking among the top 5.
(6) Those who are particularly outstanding in a certain aspect of the industry or have special talents with unique skills, unique skills, and unique skills, and are recognized by the same industry.
