Facing the increasingly serious environmental problems caused by plastic products, in early 2020, the National Development and Reform Commission and the Ministry of Ecology and Environment issued a new version of the "Plastic Ban Order". Subsequently, the plastic ban policies in more than 20 provinces were implemented one after another, and a number of listed companies in the field of degradable plastics production were launched. Among them, Changhong Hi-Tech (605008. SH), which has just been listed, has also won market attention with the previous 600,000 tons/year biodegradable thermoplastic industrial park project.
The production capacity of 600,000 tons is the first in the industry at present.
In the year of 65438+ 10, Changhong Hi-Tech announced that it would invest 600,000 tons/year in PBAT/PBS/PBT flexible production projects. The project will be carried out in two phases, each of which is 300,000 tons/year, with a total construction period of 5 years. The first building has an annual output of 654.38+million tons, and it is expected to be completed and put into operation as soon as 202 1 year.
Two weeks later, Changhong Hi-Tech announced that it had signed the "Investment Agreement for the All Biodegradable New Materials Industrial Park Project" with Shengzhou Municipal People's Government. The announcement shows that the total investment of the project is about 5 billion yuan, the planned land area is 2 13 mu, and the transfer period is 50 years.
As the largest consumer of plastics in the world, China produces more than 30 million tons of plastic waste every year, of which about 5 million tons are disposable plastics that are difficult to recycle. In addition, the rapid expansion of the express delivery and take-away market is accompanied by a greater demand for replacement. At the same time, the traditional plastic agricultural film is difficult to degrade, and the residual film will lead to the decline of soil fertility and affect the unit yield of crops. As a big agricultural producer, China's pollution problem needs to be solved urgently.
According to statistics, many enterprises have publicly stated that they have new plans in the field of biodegradable plastics, and intend to invest in the construction or introduction of biodegradable plastics projects. Up to now, Changhong Hi-Tech PBAT60 has the largest production capacity, reaching 600,000 tons.
Behind the project of investing 600,000 tons of degradable plastics is the rear support of the "Implementation Measures on Further Strengthening the Control of Plastic Pollution" jointly formulated by the Development and Reform Commission of Zhejiang Province and other nine departments in September 1 1. In the implementation measures, it is proposed that in key provincial projects and major industrial projects, priority should be given to capacity expansion projects of key enterprises producing degradable plastics and products to solve key resources such as land use and energy use.
Leading the degradable plastic runway with exclusive technology and integration advantages.
Analysts pointed out that, like the promotion of policies such as garbage sorting, the release of demand for degradable plastics will also be a process that needs time to explore and promote. Only enterprises that can take the lead in production and have technical barriers and cost advantages in advance can enjoy the dividend of stricter policies.
In mid-June, 5438+065438+ 10, Changhong Hi-Tech invested 60 million yuan in technology license fee, and signed the "License Contract for Polymerization Technology with an Annual Output of 600,000 Tons of PBAT Resin" with Zhongke. According to the contract, Zhongke Qicheng granted the company the patent right and commercial license of polymerization technology of PBAT resin (a completely biodegradable plastic) for the production and sale of PBAT resin products. According to incomplete statistics of the market demand for biodegradable plastics, only one province in Zhejiang has a demand of at least 2 million tons per year, and Changhong Hi-Tech enjoys this technology exclusively in the border area between China and Zhejiang.
While major enterprises are laying out new production capacity in succession, from the demand side, as an emerging industry, price is a major factor restricting the sales growth of degradable plastics. In this regard, Changhong Hi-Tech once said that from the perspective of the terminal market, because the company's integrated industrial park can realize the production of downstream supporting terminal products such as films and plastic bags, the final price of terminal products can reach about half of that of non-integrated industrial companies.
In addition, because PBAT requires solid transportation, general manufacturers need to dissolve it at high temperature after purchase, but integrated production means that after PBAT is produced, it will enter the next process before solidification, saving a lot of energy consumption, transportation costs and profits earned by intermediate manufacturers. Coupled with the scale advantage, the final end product price will be within the normal price range compared with traditional plastic bags. Therefore, Changhong Hi-Tech is expected to smooth out the unfavorable factors of cost increase by virtue of integration advantages, bring price advantages, and be conducive to product marketing and sales.
According to industry sources, Changhong Hi-Tech, as a major TPES supplier in China, has vigorously promoted its environmentally-friendly and sustainable new materials to completely replace traditional rubber materials in the context of the obvious decline in the price of raw materials in the industry. After the new project is completed, it will be combined with the company's existing thermoplastic elastomer industry to form two main lines, two-wheel drive.
The relevant person in charge of Changhong Hi-Tech has also said that the strategic direction of the enterprise will always be consistent with the long-term development direction of the country, and realize benefits while actively leading the technological upgrading of the industry and using its advantages to solve environmental problems.
