Once a patent certificate is issued, the Patent Office will not change it unless there is an error, nor can it be reissued. If you have the right to change, you can only apply for a copy of the patent register. In other words, after the transfer of the patent right, the patent office will no longer issue new certificates. To prove that you are the obligee, you need a copy of the patent register issued by the Patent Office, which is an effective legal document.
