Policy science was born in the United States after World War II. Although it has only a history of nearly fifty years, due to social In line with the urgent needs of practice, it has developed extremely rapidly and has had a significant impact on social life. It has become a subject of widespread concern in academic and political circles around the world. Abroad, especially in the United States, policy science is the main course for universities to train Masters of Public Administration (MPA) and various majors related to public service management. Because Western policy science scholars pay more attention to practical research and neglect to construct a theoretical system of the discipline, until now, a relatively complete theoretical system of policy science has not yet been formed.
my country’s policy science research started relatively late. It was not until the 1980s that some Western policy science research results began to be introduced to our country. In the past two decades, many scholars have tried to proceed from my country's reality and focus on the research of the theoretical system of policy science. However, so far, there is still a lack of systematic research results with Chinese characteristics. At the same time, compared with countries with more developed policy science research, my country's policy science academic research, discipline construction and talent training are still very backward. Therefore, building a policy science theoretical system with Chinese characteristics and strengthening policy science research and teaching are important issues facing our country's policy science.
As a self-study reference for the public utility management major in distance education, this courseware is compiled by absorbing the theoretical and methodological achievements of foreign policy science and combining it with my country's policy practice and practical policy issues. In the process of compilation, this courseware adheres to three principles: first, it is guided by the policies and strategic theories of Marxist classic writers and Mao Zedong and Deng Xiaoping; second, it pays attention to the introduction and absorption of contemporary foreign policy scientific research results; third, it implements theoretical and Based on the principle of combining practice, we pay attention to the major policy issues that have emerged in my country's reform, opening up and market economy, and some of the most common policy issues currently facing mankind.
The content of the "Policy Science" courseware can be divided into three parts: first, the general theory of policy, including introduction, policy overview, and policy environment; second, the policy process, including policy formulation, policy implementation, and policy evaluation , policy monitoring, policy termination and policy cycle. The third is policy science research methodology, including an overview of policy analysis methods and policy models.
Policy science (or public policy analysis) is a new interdisciplinary and applied research field that first emerged in the West after World War II. After the 1970s, it became a field of public service management, especially A new course area orientation in government administration. In the late 1980s and early 1990s, the Department of Political Science and Administration of Xiamen University consciously tracked the development of policy science, a cutting-edge and interdisciplinary subject, and incorporated it into scientific research and education reform in a timely manner. After more than ten years of hard work, this course has become one of the most distinctive and advantageous courses in the public administration and political science disciplines of our school, and has established a training program based on undergraduates, including master's and doctoral levels. In the 1990-1991 academic year, it was the first in the country to offer the core course "Policy Science" for undergraduates, and compiled the handout "Principles of Policy Science", which was officially published by Xiamen University Press in 1993 ((( This is one of the earliest systematic textbooks published in China and won the National Education Commission’s Excellent Textbook Award).
At the end of 1993, it became the first in the country to establish a major in policy analysis among the master’s programs in public administration. The "Policy Science Research" course has entered the master's training level; and a series of policy science courses have been established for undergraduates and graduate students, including "Policy Analysis Methods", "China's Public Policy", "Public Choice Theory" and Courses such as "Special Research on Public Policy" (this achievement won the Xiamen University Outstanding Teaching Achievement Award in 1997).
In the mid-to-late 1990s, Chen Zhenming, the lecturer of this course, presided over the completion of a number of national or provincial and ministerial level scientific research and education reform projects in the field of policy analysis, especially the National Education Commission’s Education Reform Plan for the 21st Century. Research on the topic "Research on the Reform of Teaching Content of Policy Science" (the result won the Provincial and Ministerial Outstanding Teaching Achievement Award), and edited "Policy Science" (1st edition), published by Renmin University of China Press in 1998 (the book won the provincial award Level Outstanding Social Science Achievement Award).
In the new century, the lecturer of this course has strengthened cutting-edge research, empirical research and education reform research on public *** policies, and has undertaken the Ministry of Education's "Tenth Five-Year Plan" key planning undergraduate textbook "Public** *Policy Science" and the national MPA professional degree core course "Public *Policy Analysis" syllabus preparation tasks, and completed the preparation and publication of "Policy Science" (2nd edition). At the same time, we comprehensively implement teaching reforms with case analysis as the core.
In the past two or three years, an undergraduate major in public policy has been established; and in the administrative doctoral program (and the original doctoral program in philosophy of science and technology), a policy analysis major has been established, "Public ** *The "Frontier Topics in Policy Analysis" course has entered the doctoral training level.
Tracking the frontiers of foreign policy science and public policy management, the main translation is "Public Security Policy Classic Translation Series", which has been launched successively by Renmin University of China Press since 2003; the main translator is "Harvard University" Kennedy School of Government Public Administration Classics Translation Series", published by the Commercial Press since the end of 2004.
After more than ten years of hard work, the teaching and research of this course have become relatively mature and are at the forefront or even leading level in the country.
