The overall development thinking of China Academy of Agricultural Sciences in the 14th Five-Year Plan is: hold your head high, take the lead in leapfrogging, lead development and pursue Excellence. The short-term, medium-term and long-term goal is to basically build a modern agricultural science and technology innovation system by 2025.
Five major events
The first is the innovative project jump plan. Implementation of the task list system, focusing on strengthening basic scientific research, catching up with cutting-edge technologies, long-term factor observation, cultivating major varieties, increasing grain output, improving cultivated land quality, ensuring biological safety, reducing carbon in agriculture and rural areas, revitalizing rural disciplines, and international scientific and technological exchanges, etc. 10, giving play to the leading role of strategic scientists and leading joint research.
The second is to promote the deep integration of science and technology enterprises. Establish a research and development mechanism of "enterprise marking", enterprise marking, scientific research institutions answering questions, enterprise marking and expert after-sales service. Implement the "four openness" of resources, platforms, patents and talents for enterprises. Promote the coordinated development of innovation, entrepreneurship and creation, and build a research institute, team and base of "three innovations in one". Strengthen the research and demonstration of green, high-yield and high-efficiency technology integration, and build an agricultural model that supports the rural revitalization of the county.
The third is to implement the strategy of strengthening the hospital with talents in depth. With the goal of "strengthening the team, promoting the young, activating the mechanism and grasping the management", we will optimize the talent development environment, build an outstanding innovative team, establish a "four verticals" system with strategic scientists as the core, leading talents as the backbone, young talents as the support, and postdoctoral and graduate students as the backup, and jointly promote the "four verticals" layout of scientific research, management, support and transformation.
The fourth is to build agricultural science and technology "the heavy weapon of the country". Focus on major fields such as seeds, cultivated land, agricultural machinery and biological safety, plan to add key laboratories, build food crop science centers, build molecular design breeding centers, and build and put into use national crop germplasm resources banks, livestock and poultry banks and agricultural microbial banks. Consolidate and strengthen the advantages of crops, plant protection and animal husbandry, strengthen the construction of field stations and experimental base systems, and build a long-term positioning monitoring and observation network.
The fifth is to deepen the reform of modern institutions. Innovate the task traction system, team combat system, double-chain integration system, multi-input system, evaluation and incentive system, and create an innovative institutional system that fully stimulates vitality. Give scientific research institutions and scientists greater autonomy, ensure independent innovation of scientific research ownership, the team has the right to use people independently, and scientists have the right to use money independently.
Establish a "contract system" and a full-cost accounting system for scientific research funds to reduce the burden on scientific research personnel. Relying on the innovation team, give full play to the political and organizational advantages of the branch and promote the deep integration of party building and scientific and technological innovation. Construct a supervision system with agricultural characteristics and create a good innovation ecology with strict discipline and relaxed environment.
