Chapter I General Provisions
Article 1 In order to strengthen the management of science and technology projects of the Bureau (Group) and give full play to the supporting and promoting role of science and technology in the development of expressways, these Measures are formulated in accordance with the relevant provisions of the Measures for the Administration of Science and Technology Projects of the Ministry of Communications and the Measures for the Administration of Traffic Science and Technology Projects of Hebei Province, and in combination with the actual scientific and technological work of the Bureau (Group).
Article 2 The science and technology project of Hebei Expressway Administration (Group) (hereinafter referred to as the project) refers to the project that studies the important technical problems and key technical problems in the scientific development of expressway construction, maintenance and operation management according to the science and technology development plan of the Bureau (Group), as well as the application, development and promotion projects that have an important role in promoting the progress of transportation science and technology. Chapter II Project Management
Fifth Bureau (Group) science and technology projects are divided into two categories: planned projects approved by the Ministry of Communications or the Provincial Communications Department and unplanned projects not approved by the superior management department.
Article 6 Principles for the establishment of scientific and technological projects:
(a) in line with the bureau (group) science and technology development plan;

Seventh science and technology projects approved by the Provincial Communications Department are divided into three parts:

It has the characteristics of advanced technical and economic indicators, wide popularization, remarkable economic benefits and broad application prospects;
(2) General science and technology project plan. Refers to the unrepresentative scientific and technological projects that subordinate units urgently need to solve. However, the technical and economic indicators are more advanced and can produce greater economic benefits;
(three) key scientific and technological achievements promotion project plan. Article 8 The reporting time of planned projects is from June 10 to June 1 1 day every year. The project undertaker shall fill in the project application form (in triplicate) and submit it to the Engineering Management Department of the Bureau (Group).

Article 10 In view of the outstanding problems existing in the construction, maintenance, operation and management of expressways and the problems that need to be solved urgently, the scientific and technological projects proposed by various units belong to unplanned projects, which can be reported to the Engineering Management Department of the Bureau (Group) at any time and reported to the Provincial Department of Transportation for registration or filing.
Chapter III Implementation Management
Article 11 Within one month after the project listed in the plan of the Provincial Department of Transportation is issued, the Provincial Department of Transportation (Party A) and the project undertaker (Party B) and the Bureau (Group) (Party C) shall sign a special project contract, and all parties shall organize the implementation according to the responsibilities and obligations stipulated in the contract. Projects that fail to sign the "special contract" on schedule will be cancelled automatically.

Other bureaus and subordinate units are responsible for the bidding of scientific and technological projects of their own units. The bidding documents shall be submitted to the Bureau (Group) Engineering Management Department for approval before implementation. The scientific research unit undertaking the project shall be determined and a service contract shall be signed, and the contract shall be reported to the Engineering Management Department of the Bureau (Group) for the record.

Article 16 For a project that needs to be cancelled or suspended in the course of implementation due to special reasons, the project undertaker shall make a written report on the reasons for cancellation or suspension of the project, final accounts of funds, purchase of fixed assets, etc., which shall be submitted to the Provincial Department of Transportation for approval after being audited by the Engineering Management Department of the Bureau (Group). The remaining supplementary funds of cancelled projects shall be paid in full.

The undertaking unit that has not completed the project for more than two years without justifiable reasons after the acceptance is completed will no longer approve its new project application.
Nineteenth for unplanned projects, the bureau (group) engineering management department should give guidance and coordination according to the situation, and assist in solving related problems in project implementation.
Chapter IV Management of Concluding Questions
Twentieth science and technology projects can be carried out in five ways: identification, evaluation, acceptance, summary and cancellation.
Article 21 After the project is completed as agreed in the contract, the undertaking unit shall fill in the Application for Appraisal (Appraisal or Acceptance) of Scientific and Technological Achievements (in triplicate), together with the appraisal (appraisal or acceptance) materials of the project (including appraisal outline, work report, technical report, benefit analysis report, sci-tech novelty retrieval report, user use report, etc.). ). Twenty-second Provincial Communications Department issued a notice of project appraisal (review or acceptance) and presided over the appraisal (review or acceptance). Bureau (Group) Engineering Management Department is responsible for organizing the project undertaker to prepare for project appraisal (review or acceptance) and participate in appraisal (review or acceptance).
Twenty-third scientific and technological project appraisal (review or acceptance) within one month after the completion, the undertaking unit is responsible for the identification (review or acceptance) certificate, and in accordance with the relevant provisions of the Hebei Provincial Department of Science and Technology for the registration of scientific and technological achievements. Appraisal certificate and achievement registration certificate (photocopy) shall be submitted to the Engineering Management Department of the Bureau (Group) for the record.
Article 24 After the completion of an unplanned project, the project undertaker shall prepare an application for scientific and technological achievements appraisal (appraisal or acceptance) and project appraisal (appraisal or acceptance) materials according to the requirements, invite two relevant experts to review and issue recommendations, and submit them to the Provincial Department of Science and Technology after being audited by the Engineering Management Department of the Bureau (Group) and the Provincial Department of Transportation. With the approval of the Provincial Science and Technology Department, it is entrusted to the Provincial Department of Transportation for identification (review or acceptance).
Chapter V Fund Management
Twenty-fifth sources of funds for science and technology projects mainly include:
(a) subsidies for science and technology projects of the Provincial Communications Department;
(2) Special funds for scientific research of new projects;
(three) special maintenance funds;
(4) Special funds for the financial budget;
(5) Funds raised by other channels.
Twenty-sixth science and technology project funds use scope:
(a) the project research fee;
(two) the purchase cost of research instruments and equipment;
(3) research data fees;
(four) according to the relevant provisions of the extraction of labor costs;
(five) the project technical demonstration fee and the necessary experimental verification fee;
(six) the cost of organizing appraisal (review) or acceptance;
(seven) other related expenses of project research.
Twenty-seventh project undertakers shall fully implement the matching funds agreed in the project contract, arrange the expenses reasonably, and ensure the actual needs of the project research. Special funds for science and technology projects must be earmarked and shall not be withheld or misappropriated.
Twenty-eighth Bureau (Group) project management department shall supervise and inspect the use of funds in accordance with the relevant provisions to ensure that the funds for science and technology projects can play their role to the maximum extent.
Chapter VI Results Management
Article 29 Project achievements refer to invention patents, technical design, engineering design, construction technology, new material formula, sample (prototype) manufacturing technology, computer software, research reports, papers and monographs obtained after the completion of the project.
Thirtieth results management according to the relevant provisions of the Ministry of science and technology, the Ministry of transport, the provincial department of science and technology, the provincial communications department.
Article 31 The ownership and transfer right of achievements shall be implemented in accordance with the specific provisions of relevant agreements and contracts.
Thirty-second projects that apply for science and technology awards at the national, provincial and ministerial levels and the Provincial Communications Department shall be implemented in accordance with relevant regulations.
Chapter VII Supplementary Provisions
