Who says Patent examiners is not a civil servant? The examiners of the bureau and the review committee are all official civil servants who have passed the civil service examination. Their income is not high, and other benefits are ok. Their life is relatively easy, just like college. Examiners in the examination cooperation center are not civil servants, but are paid according to the workload. Their income is higher than that of the bureau, and their treatment is acceptable. They all do the same job, but they work in different places.
