1. Enterprise self-evaluation: Enterprises conduct self-evaluation against the above-mentioned identification conditions.
2. Registration: Enterprises that are deemed to meet the qualifications after self-evaluation shall carry out relevant work according to the following different situations:

If the name of a high-tech enterprise changes during the validity period, a high-tech enterprise name change application must be submitted on the "National High-tech Enterprise Recognition Management Network" and the application will be accepted by the Municipal Recognition Office and the data will be synchronized before participating in the re-recognition.
3. Submit materials online:
Enterprises applying for high-tech enterprise certification must uniformly fill in the "High-tech Enterprise Certification Application Form". For confidential enterprises, the application materials for applying for recognition as high-tech enterprises must be declassified to ensure the security of confidential information.
Enterprises strictly follow the following standards (relevant information can be found in the public information of their respective industry associations), select accounting firms or tax accounting firms and other intermediaries, and conduct research and development expenses and high-tech products (and services). Conduct special audit of income.
(1) Have independent practice qualifications, have been established for more than three years, and have no bad records in the past three years.

Any accounting firm or tax accounting firm and other intermediaries that meet the above conditions and issue relevant special audit reports for enterprises in this city should submit a business license (copy) together with the special audit report. ), a copy of the practicing certificate, the average number of employees throughout the year, the number of certified public accountants and other relevant supporting materials, and fill in the auditor's certificate number and other information in the attachment to the certification application.
4. Acceptance and review
After the applicant company has formally submitted it online, it can be accepted by the District Science and Technology Committee. After the application materials are reviewed and determined to be complete and authentic, the online collection work will be completed; The District Science and Technology Commission will accept the application materials after being authorized by the District High-tech Enterprise Review Leading Group, classify the company's application materials according to technical fields, and organize relevant experts to conduct online reviews.
5. Certification reporting
After the expert review is completed, the district high-tech enterprise review leading group will conduct a comprehensive review of the application materials of the applicant enterprise based on the review opinions of the expert group (depending on the circumstances) Some enterprises conduct on-site inspections) and provide preliminary review opinions.
The review opinions shall be reported to the Municipal Certification Office for filing by the district high-tech enterprise review leading group. For application units that meet the certification conditions, the Shanghai High-tech Enterprise Certification Steering Group will review and announce the certification, and report it to the National High-tech Enterprise Certification Leading Group Office for formal filing.
6. Public announcement
The list of certified and registered enterprises will be published on the "Shanghai Science and Technology" and "High-tech Enterprise Certification Management Network" for 10 working days. If there is no objection to the public announcement, after filing and approval by the Office of the National High-tech Enterprise Recognition Leading Group, the Municipal Recognition Steering Group will issue a document to announce the list of high-tech enterprises, and issue a uniformly printed "High-tech Enterprise Certificate" (stamped with the Municipal Science and Technology Commission) to the approved enterprises. 7. Submit written materials offline
