Article 12: Encourage scientific and technological personnel from colleges and universities and scientific research institutions to work part-time or leave their jobs to engage in the transformation of scientific and technological achievements. Universities and scientific research institutions that implement personnel competition for employment should allow personnel who leave their jobs to establish high-tech enterprises and engage in the transformation of scientific and technological achievements to return to their original units to compete for employment within the period specified by their original units. Those who are re-employed will enjoy the same treatment as those who have continued to work. Article 13: Provinces and cities divided into districts shall establish comprehensive incubators. If conditions permit, cities divided into districts can establish corresponding professional incubators based on the characteristics of local industries.

Encourage and support enterprises, universities, scientific research units, and rural economic organizations to independently or jointly establish intermediate test bases, industrial test bases, agricultural science and technology demonstration parks, and engineering technology centers that engage in the transformation of scientific and technological achievements. The capital construction of the bases and institutions listed in the preceding paragraph shall be included in the local capital construction plan in accordance with relevant national regulations and shall be financially supported. Article 14 People's governments at all levels shall support intermediary service organizations such as industry associations, agencies for the transformation of scientific and technological achievements, law firms, technology trading service agencies, asset appraisal agencies, and agencies for the evaluation and appraisal of scientific and technological achievements, and intermediaries engaged in the transformation of scientific and technological achievements in accordance with the law. Article 15 The science and technology administrative departments of the people's governments at or above the county level shall cultivate and improve the technology market, strengthen the supervision and management of the technology market, and provide services for the transformation of scientific and technological achievements. State administrative agencies, technology trading institutions, intermediary service institutions and their staff shall have the obligation to keep confidential the technical secrets of relevant parties that they learn while engaging in management or agency or intermediary services.
