These Measures shall apply to the trial production of new products of enterprises and institutions in the national machinery industry. Chapter II Definition and Development Procedure of New Products Article 3 A new product refers to a product developed by adopting new technical principles, new structures, new manufacturing processes or new materials, or a product that has been significantly improved compared with the old product in terms of structure, materials and processes, so as to significantly improve its technical performance and use function. Article 4 The new products listed in the trial-production plan of new products in the machinery industry must conform to the product development trend, the national technological development policy and the needs of the national economy, be advanced and practical, have obvious or potential economic and social benefits, and have one or more of the following characteristics:
(1) Products developed with microelectronic technology, new invention patents, new materials or new design concepts;
(two) the introduction of foreign advanced technology and digestion and absorption of domestic (or cooperative production) and innovative products;
(three) compared with the old products in terms of structure, materials and technology. Products whose technical performance has been significantly improved or expanded;
(four) according to the principle and structure of a basic product, develop a new series or a complete series of products;
(five) major special products developed according to the needs of the project or users;
Anyone who meets one of the above conditions, belongs to the first batch of new product trial production in China, and the technical level has reached the domestic advanced or international level, can apply for inclusion in the new product trial production plan of the mechanical industry of the Ministry of Mechanical and Electrical Engineering. Article 5 Any new product assembled with imported parts shall not be included in the trial production plan of new products in machinery industry. Article 6 The development of new products can be roughly divided into four stages:
(1) Planning decision-making stage: including market survey, product development plan (proposal), new product development plan task book, etc.
(2) Design and trial production stage: including scheme design, technical design, construction design, experimental research, prototype trial production, prototype test, prototype identification, etc. ;
(3) Batch trial production stage: including small batch trial production, small batch identification, trial sales service, formal production, etc.
(4) Sales service stage: including initial sales service, regular customer service and long-term operation investigation. Seventh new product trial management includes new product project investigation, design, test, trial production, prototype identification, batch test identification, debugging, assessment and reward. The trial production plan of new products should be managed and implemented by scientific and technological departments at all levels. Enterprises should focus on the science and technology department and jointly manage and organize the implementation with the production department. The focus is on three stages: planning and decision-making, design trial-production and batch trial-production. In principle, the sales and service stages should be implemented by enterprises. Chapter III Plan Management Article 8 The trial production plan of new products in the machinery industry shall be managed at three levels, namely, the competent machinery departments, companies (hereinafter referred to as provincial and municipal departments) and enterprises. Article 9 All enterprises and institutions in the machinery industry shall, according to the national industrial development policy, the national guidelines for new product development and the scientific and technological development plan of the machinery industry, and according to the domestic and international market demand and the development direction of enterprises, prepare their own new product trial-production plans every year. Tenth enterprise new product development should establish the chief engineer (or deputy technical director) responsibility system under the leadership of the factory director, and organize the management and implementation. In strict accordance with the new product development procedures, new product design should adopt international standards or advanced foreign standards, actively adopt modern design methods, and strengthen experimental research. The batch test of new products is mainly to verify the process and equipment and improve the reliability of products. Eleventh provinces and cities according to the new product trial plan of enterprises and institutions, combined with local science and technology development planning and advantages, formulate local new product trial plan every year. Twelfth provinces and cities should strictly improve the management and assessment methods of new product trial production plan, and guide their subordinate enterprises and institutions to arrange new product trial production plan. Thirteenth science and technology department is responsible for the preparation of the new product trial plan of the Ministry of Machinery Industry. Give priority to new products that meet one of the following conditions:
(1) Relevant products of national key construction projects, national key scientific and technological research projects and major technological development projects;
(two) products included in the scientific and technological development plan of machinery industry and the national new product development guide;
(3) High value-added high-tech products;
(four) export to earn foreign exchange, instead of importing or saving a lot of energy and materials products.
In principle, the new product plan of the Ministry of Machinery Industry only arranges enterprises and institutions with production capacity to carry out trial production of new products, and each product only arranges one unit to undertake trial production. Article 14 The trial-production plan of new products of the Ministry of Machinery Industry includes two categories, A and B, which are managed at different levels.
(a) where enterprises and institutions undertake national key projects (such as national key scientific and technological research projects, national key enterprise technology development projects, national major complete sets of technical equipment projects, etc.) and projects funded by the Ministry of Science and Technology, the new mechanical products in other special key projects of the state and the Ministry are Class A products. Focusing on the special centralized department of the Ministry, the provincial and municipal bureaus shall assist the relevant departments of the Ministry to carry out project plan management by organizing and coordinating, supervising and inspecting, fund management, assessment and acceptance.
(2) New products supported by local key projects undertaken by enterprises and institutions (such as local key scientific and technological research projects and technological development projects of local key enterprises), new products directly entrusted by relevant central ministries and commissions, and key new products developed by enterprises and institutions by self-financing according to the needs of domestic and foreign markets are Class B products. Mainly involved in the organization and coordination, supervision and inspection, fund allocation and appraisal and acceptance of provincial and municipal projects. Units directly under the Ministry are still under the centralized management of various industry divisions.
(3) The "National New Product Trial Appraisal Plan" and "National Major New Product Trial Plan" declared by enterprises and institutions affiliated to the Ministry of Mechanical and Electrical Engineering must be selected from the new product trial plan of the Ministry of Machinery Industry according to relevant regulations and requirements.
