Regulations of the Ministry of Machinery and Electronics Industry on Scientific and Technological Information of Machinery Industry

Article 1 These Regulations are formulated in order to strengthen information work, promote the development of information work and better serve the production and scientific research of machinery industry. Article 2 Scientific and technological information work is an important part of scientific and technological work in the machinery industry and a social public welfare undertaking. Doing a good job in information work is of great significance for realizing scientific decision-making, accelerating the pace of scientific research, promoting the commercialization of achievements and improving the level of production technology. Article 3 Under the guidance of the policy of "developing information resources and serving the four modernizations", the information work of machinery industry takes demand as the goal, service as the purpose, faces economic construction and serves the technical progress of machinery industry. Article 4 The information work of machinery industry should focus on the needs of the development of machinery industry, broaden the sources of information, strengthen the collection, collation and analysis of information, do a good job in information transmission and reporting, improve the level of information research, make full use of modern means of information work, fully grasp the level and trends of scientific and technological and economic activities of machinery industry at home and abroad, and provide high-quality, high-level and effective information services in a targeted and timely manner. Article 5 The machinery industry science and technology information system is an integral part of the national science and technology information system.

The science and technology information system of machinery industry consists of machinery science and technology information research institute (hereinafter referred to as machinery information research institute), information departments of scientific research and design units under the jurisdiction of various industries, information departments of subordinate colleges, regional machinery information stations (institutes) and information departments of grass-roots enterprises and institutions under the jurisdiction of machinery industry. Article 6 Responsibilities and tasks of institutions at all levels

(1) The Institute of Mechanical Information is the scientific and technological information center of the mechanical industry. Entrusted by the Ministry, centralized management of scientific and technological information work of machinery industry. Under the guidance of the Ministry of Science and Technology, responsible for the overall planning, organization and coordination, experience exchange and business guidance of the scientific and technological information work of the machinery industry. Its main tasks are:

1. Organize the preparation of the long-term development plan and annual work plan for the informatization of machinery industry and organize their implementation; Planning and managing the construction and development of machinery industry information websites and scientific and technological information systems; To assist the Science and Technology Department of the Ministry to manage mechanical scientific and technological achievements and scientific journals; Organize the transfer of technological achievements and technical exchange and promotion activities of major projects; Carry out patent agency services.

2. Study the theory and method of organizational intelligence, and study and realize the modernization of organizational intelligence means; Organize information business training.

3. In view of the needs of the development of machinery industry, extensively open up information resources at home and abroad, organize and coordinate the collection, development and utilization of information resources, promote resource sharing, improve and perfect the retrieval system, and do a good job in the information supply service of machinery industry.

4. Analyze and study the level and trend of domestic and foreign machinery industry in production, scientific research, management, import and export trade, and make comprehensive reports in various ways, so as to provide basis for leading departments at all levels to formulate development plans, new product development, scientific research, design, technology introduction, technological transformation projects and import and export strategies.

(II) The information department of the scientific research and design unit under centralized industry is the professional information center of the industry, and is responsible for the centralized information work of the industry under the guidance and support of the industry department (institute). Its main tasks are:

1. Organize the information network of this industry, carry out activities in a planned way according to the needs of scientific research, production development and network member units in this industry, and provide effective information services for the technological progress of this industry and the production technology development of network member units.

2. Collect and master important scientific and technological documents and clues of specialized departments, run scientific and technological publications in the industry well, and timely report the advanced achievements and development trends of science and technology, economy and trade, and scientific management at home and abroad.

3. Analyze and study the domestic and international scientific research, product and production technology level and market development trend of this concentrated specialty; Provide reference materials and suggestions for scientific research, new product development, technology introduction and technical transformation project demonstration and achievement level verification.

4. To undertake information tasks assigned by higher authorities or coordinated by the whole industry.

(3) The information departments of subordinate colleges and universities should contribute to the information education and the research of information theory and method of the whole industry. Combined with the reality of our school, with the guidance and support of the education department, the main tasks of information work in the education department are:

1. Collect and analyze information related to education at home and abroad and professional disciplines in our school, and provide information services for teaching and scientific research.

2. To undertake the training of on-the-job intelligence personnel and intelligence users in the machinery industry, and the training of senior and intermediate intelligence professionals.

3. Conditional universities should carry out information research.

4. To undertake the information work tasks assigned by the superior leadership department or coordinated by the whole industry.

(4) The regional machinery science and technology information station (institute) is the science and technology information center of the local machinery industry. Under the leadership and support of the local machinery industry authorities, it undertakes the information management work in this region, and its main tasks are:

1. Formulate the long-term development plan and annual work plan of information work in this region and organize their implementation, organize local professional information networks, carry out technical exchanges and promotion activities, and provide business guidance for information work of machinery industry in this region.

2. According to the characteristics of local machinery industry, collect and sort out information materials, and master the information resources and retrieval ways of comprehensive intelligence departments and related professional intelligence centers.

3. According to the needs of the region, make full use of the information analysis and research reports and documents of the intelligence centers of the machinery industry to carry out analysis and research work, and provide reference materials and suggestions for leaders at all levels in the region to study and formulate principles and policies, make plans, conduct scientific research and new product development, demonstrate technology introduction and technological transformation, and determine the level of achievements.

4. To undertake the information work tasks assigned by the superior leadership department or coordinated by the whole industry.

(five) the main tasks of the intelligence agencies of grass-roots enterprises and institutions:

1. In order to meet the needs of production development, scientific research, new product development and technical progress of the unit, information collection, sorting, storage, borrowing and reporting are carried out.

2 to carry out information analysis and research work, to provide reference materials and suggestions for scientific research, new product development, improving product quality, increasing product export, technology introduction, digestion and absorption and technological transformation.

3 organize relevant personnel of the unit to participate in various activities of the information network, summarize the achievements of the unit in time, and submit the information and data of the achievements to the superior unit.

4. To undertake the tasks assigned by the superior intelligence department.
