Incorporate the development of Mongolian medicine into the national economic and social development plan and organize its implementation. Article 4: The health administration and drug supervision departments of autonomous counties are responsible for the management of Mongolian medicine within their own administrative regions. Nationalities, finance, economy and trade, industry and commerce, taxation, technical supervision, labor and social security, personnel, price and other relevant departments should work together to manage Mongolian medicine according to their respective responsibilities.

The leading members of the health administration and drug supervision departments should be equipped with personnel with professional skills in Mongolian medicine.

The health administration and drug supervision departments should set up a Mongolian medicine management and supervision department (office) to be responsible for the management and supervision of Mongolian medicine. Article 5 Mongolian medical institutions established in accordance with the medical institution establishment plan within the administrative areas of autonomous counties shall not be canceled at will.

Article 6 The people's government of the autonomous county supports the development of rural Mongolian medicine and incorporates it into the rural health plan.

Article 7 The autonomous county labor and social security department shall list qualified Mongolian medical institutions and pharmacies as designated medical units and pharmacies for medical insurance. Article 8 The people's government of the autonomous county shall include the funds for Mongolian medicine in the fiscal budget and increase them year by year based on the increase in fiscal revenue.

The People's Government of the autonomous county has set up special funds for Mongolian medicine to support the development of Mongolian medicine, teaching, scientific research and development and other key projects.

Encourage domestic and foreign social groups, enterprises, institutions, organizations and individuals to fund the development of Mongolian medicine in various forms.

Mongolian medicine business funds and Mongolian medicine special funds must be earmarked and must not be deducted, withheld or misappropriated. Article 9 Mongolian medical personnel with the qualifications of practicing physicians (including practicing assistant physicians) may engage in individual medical practice after being approved by the autonomous county health administrative department in accordance with the law. Article 10: The right to apply for patents for the service inventions and creations completed by Mongolian medical professional and technical personnel in the process of medical treatment, scientific research, and production of the unit shall belong to the unit; after the application is approved, the unit shall be the patentee. Article 11 The people's government of the autonomous county strengthens the management of the number of professional and technical positions in Mongolian medicine. The examinations and assessments for the technical job promotion of Mongolian medical professionals should be based on the basic theories and professional knowledge of Mongolian medicine, and the test papers can be in Mongolian.

The people's government of the autonomous county independently organizes the qualification examination and assessment of rural Mongolian doctors, and the health administrative department issues certificates. Article 12 The Autonomous County People's Government shall establish a Mongolian Medicine Expert Committee, whose members shall be composed of persons with deputy senior professional titles or above and heads of administrative departments; its members shall be recommended by the Autonomous County Health Administration Department and approved by the Autonomous County People's Government. The Mongolian Medicine Expert Committee cooperates with relevant departments to do the following work:

(1) Project establishment and achievement review and appraisal of Mongolian medicine scientific research projects;

(2) Mongolian medicine professional and technical titles, Examination and assessment of professional qualifications;

(3) Recommendations for review and evaluation of Mongolian medicine production enterprises, Mongolian medicine-level hospitals and scientific research institutions;

(4) Compilation of Mongolian medicine textbooks for the health system , Examination question setting and paper marking work;

(5) Review of the creation of new Mongolian medicines;

(6) Technical appraisal of Mongolian medical malpractice. Article 13: The people's government of the autonomous county supports Mongolian medical higher education.

The health administration department systematically selects Mongolian medical personnel to study in professional colleges and universities.

Article 14 The people's government of the autonomous county shall encourage Mongolian medicine experts to summarize their academic theories, clinical experiences and technology inheritance work.

Support the development and application of basic theoretical, clinical, pharmaceutical research and new technologies of Mongolian medicine, accelerate the promotion and transformation of Mongolian medicine scientific research results, and promote the industrialization of scientific research results. Article 15: Mongolian medical institutions in autonomous counties strengthen the management of Mongolian medical records, academic papers, and scientific research achievement demonstration files, and carry out the collection, organization, and research of classics, secret recipes, and prescriptions.

Strengthen extensive regional and international academic exchanges and cooperation. Article 16 Mongolian medicine medical institutions and Mongolian medicine production enterprises in autonomous counties, with the approval of the state food and drug supervision and administration department, may use private secret recipes and proven prescriptions of Mongolian medicine that have been clinically applied, have significant curative effects and are safe, to develop new varieties and create leading brands. Protect the legitimate rights and interests of citizens, legal persons and other organizations in researching and developing new Mongolian medicines. Article 17 The autonomous county people's government supports Mongolian medicine production enterprises, and all refunds of value-added tax, income tax and other taxes collected on Mongolian medicine products shall be used to develop Mongolian medicine. Article 18: The drug supervision department shall conduct supervision and management according to the characteristics of Mongolian medicine. Article 19 Mongolian medicines prepared by Mongolian medicine preparation rooms in autonomous counties that have obtained the "Medical Institution Preparation License" with the approval of the Liaoning Provincial Food and Drug Administration Department are allowed to be transferred and used among medical institutions with Mongolian medicine within the administrative region.
