I. Guiding ideology
Guided by the strategic deployment of the new urbanization of the Central Committee and the spirit of the series of important speeches by the General Secretary, focusing on the requirements of the provincial party committee and the provincial government to promote the new urbanization construction and the goal of "garden city and ecological city" in our city, based on effectively coordinating the allocation of urban and rural spatial resources, optimizing the spatial functional layout of urban and rural areas, and exploring the "multi-regulation integration" of economic and social development planning, urban and rural planning, land use planning and ecological environment protection planning. Realize the coordination and organic connection of planning content, information platform, coordination mechanism and administrative examination and approval management, promote the economical and intensive use of land, optimize the administrative examination and approval process, strengthen the space management and control ability, ensure the effective implementation of planning, form replicable and popularized work experience and model, promote the modernization of urban governance system and governance ability, and truly realize "a blueprint to the end".
Second, the work objectives
1. Delimit the control boundary and define the development and protection space. Through "multi-regulation integration", the spatial planning system is established, the control boundaries of production, life and ecological space development are delineated, and the reasonable ecological protection red line and urban development boundary are delineated in a certain period of time.
2. Eliminate planning differences and optimize urban and rural spatial layout. Through map comparison, planning integration and technical treatment, we can eliminate planning differences, optimize the spatial layout of urban and rural construction land, and form an ideal spatial pattern of "mountains, water and cities".
3. Revitalize the existing land and allocate land resources efficiently. Sort out the approved land that has not been supplied, clarify the number and layout of construction land control lines, and formulate relevant measures to speed up land supply; In accordance with the requirements of planning and control, the conversion of agricultural land and the reserved land for state-owned construction within the ecological control line will be transferred, and other construction projects will be arranged to further optimize the allocation of land resources.
4. Improve the allocation of people's livelihood and ensure the landing of construction projects. Through "multi-regulation integration", we will ensure construction projects, especially public service facilities and infrastructure projects, strengthen the equal allocation of basic public services, and ensure the development needs of people's livelihood.
5. Optimize the approval process and improve the administrative efficiency of the government. With the reform of administrative management system, based on the results of "multi-regulation integration", an information collaboration platform of "multi-regulation integration" was established, which changed the serial approval of departments into parallel approval, shortened the approval time limit and optimized the approval process.
6. Improve the infrastructure and ensure the operation of the information platform. Combined with the construction of digital Zhangzhou, improve the information technology team and infrastructure construction, and ensure the software and hardware environment for the operation of the "multi-regulation" information platform.
Third, the key content
1. Pilot scope and duration. The pilot scope of "multi-regulation integration" in Zhangzhou City is based on the "Zhangzhou City Master Plan (20**-2030)" approved by the government, which is divided into two levels: planning area (metropolitan area) and central city area. The planning area includes xiangcheng district, longwen district, Zhangzhou Taiwanese Investment Zone, all administrative areas of Longhai City, Nanjing Town, Huashan Town, Changtai Wuan Town and Gu Nong Farm. The central urban area includes xiangcheng district, longwen district, Yuanshan New Town and Taiwanese Investment Zone, with a total area of about 686 square kilometers (see attached chart for the scope of the pilot project). Combined with the "Thirteenth Five-Year Plan", the pilot work was started in 20**, in which the Taiwanese investment zone, as the pioneer area, took the lead in launching the "multi-regulation integration" and carrying out the overall urban design work. 20 17 12, the central city completed the pilot and the results docking work, forming a unified platform and system. 20 18, the achievement of "multi-regulation integration" was officially implemented in the central city.
2. Main targets and tasks. Based on the "Zhangzhou City Master Plan (20**-2030)" approved by the government, the "Zhangzhou Rich and Beautiful Zhangzhou Strategic Plan" was integrated and formed. After soliciting opinions from various departments and reporting to the municipal government for approval, it will serve as the basic text of the pilot work of "multi-regulation integration" in Zhangzhou City.
Planning area level: First, comprehensively plan the urban spatial layout in the planning area, coordinate and guide the compilation of the master plan (zoning plan) of each town on the basis of the new round of urban master plan, and form a planning layout map, in which Longhai City carried out the revision of the master plan in accordance with the requirements of "integration of multiple plans" and incorporated the planning results into the new town on the south bank of Xiamen Port. Second, under the guidance of the "Thirteenth Five-Year Plan" for national economic and social development, we will promote the coordination of industrial layout, urban and rural planning layout, key functional area layout and land use planning layout. The third is to strengthen the interconnection and sharing of road traffic facilities, municipal public facilities and comprehensive disaster prevention facilities in the region. The fourth is to highlight the coordinated protection of ecologically sensitive resources (water conservation reserves, wetland reserves, nature and humanities reserves, marine ecological reserves, etc.). ) in this area.
Central city level: First, draw up a "blueprint", that is, a "multi-regulation" master plan for spatial planning information management, coordinate the plans of agriculture, forestry, water conservancy, housing construction, transportation and other departments on the basis of national economic and social development planning, urban and rural planning, land use master plan and ecological environment protection planning in accordance with the goal of "garden city and ecological city", and sort out the differences and contradictions of various plans. The second is to establish a "one platform", that is, a unified spatial planning information management collaborative platform for multiple departments, unify the spatial coordinate system, data standards and system interface standards of various departments, and establish a business collaborative platform through government network docking to realize real-time linkage of information sharing and approval among departments, and provide instant and comprehensive information and basis for government decision-making and departmental management. The third is to optimize the "one form", that is, to form a unified approval form for construction projects, as the application expansion of "one blueprint" and "one platform". After the reform of the examination and approval system is started, the new transformation of the application and approval mode of construction projects is realized by optimizing the examination and approval process, reducing the examination and approval links, streamlining the examination and approval materials and compressing the examination and approval time limit. The fourth is to establish a "set of mechanisms", that is, to reform and establish a set of institutional mechanisms to ensure the implementation and application of "multi-regulation", including the operating mechanism of policy support and normative guidance and the project generation mechanism, so as to create conditions for speeding up the approval of "one form".
Fourth, the timetable.

The specific schedule is as follows:

(4) Application promotion stage (20 18). In 20 18, the achievement of "multi-regulation integration" in the central city was formally applied, and it was adjusted and upgraded according to the actual situation, forming a replicable and popularized work experience and model.

1. Municipal Planning Bureau: Take the lead in carrying out the pilot work of "multi-regulation integration". Municipal Bureau of Land and Resources: responsible for revising land use planning; Responsible for the transformation of basic geographic information data; Responsible for providing the basic geographic data needed for the "multi-regulation integration" planning; Adjust the difference spots in conjunction with the Municipal Planning Bureau; Clarify the basic farmland protection tasks and demarcation plans, and review and delimit the construction land scale control line, construction land growth boundary control line and urban growth boundary control line in conjunction with the Municipal Planning Bureau.
4. Municipal Environmental Protection Bureau: responsible for the revision of the eco-environmental protection plan, strengthening coordination with other plans, analyzing the natural ecological sensitivity and the carrying capacity of ecological resources, reviewing the delineation of ecological control lines, formulating detailed rules for the control of ecological control lines, participating in the review of the plan for the delineation of control lines in industrial blocks, and providing relevant basic information of "multi-regulation integration".
5. Municipal Finance Bureau: responsible for overall planning, information platform construction, annual maintenance and improvement and other related work funds.
6. Administrative Committee and Reform Office of the Municipal Administrative Service Center: responsible for the optimization and adjustment of the administrative examination and approval process and the business coordination of relevant examination and approval departments. Responsible for the "multi-regulation integration" project declaration, the integration of application materials and the reform and formulation of the approval form; Responsible for optimizing the examination and approval system of construction projects.
7. Municipal Agriculture Bureau (Agricultural Office): responsible for revising the agricultural development plan, providing planning materials for farmland transformation and protection, basic farmland and related ecological space, and reviewing and delineating the ecological control line with the Environmental Protection Bureau.
8. Municipal Forestry Bureau: responsible for revising the forestry land use planning; Responsible for providing information about forests, wetlands, nature reserves, forest parks and forest ecosystems in river basins; Responsible for the statistics of ancient and famous trees outside the urban planning area; Responsible for delineating the protection scope of all kinds of forest land.
9. Municipal Water Conservancy Bureau: responsible for the planning of the blue line and water conservancy facilities in the Waijiang River system, and put forward the blue line control requirements and the land demand for water conservancy facilities together with the Municipal Planning Bureau.
10. Municipal Bureau of Housing and Urban-Rural Development: Participate in the review of the spatial layout scheme of urban roads, municipal pipelines and other infrastructure, participate in the delineation review of the boundary control line of construction land growth, the scale control line of construction land, the ecological control line, the blue line of inland river system and the industrial block control line, and provide relevant basic information of "multi-regulation integration".

Municipal Transportation Bureau: responsible for formulating transportation plans, proposing land requirements for transportation infrastructure such as public transport, railways, highways and waterways together with the Municipal Railway Office and Zhangzhou Branch of Xiamen Port, reviewing the plan for delineating control lines of transportation corridors such as railways and highways, and providing relevant basic information of "integration of multiple regulations".
12. Municipal Bureau of Ocean and Fisheries: responsible for the preparation of marine functional zoning and marine environmental protection planning, and providing "multi-regulation integration" related materials such as marine ecological environmental protection and the red line delineation results of marine ecological functions.
13. State Grid Zhangzhou Power Supply Company: responsible for the planning of power supply facilities, and put forward the direction of power supply lines, protection distance requirements, layout of power supply facilities and land demand.
14. Digital Zhangzhou Construction Office: Combined with the Digital Zhangzhou Construction Project, it is responsible for improving the information technology team and information infrastructure construction, and ensuring the software and hardware environment for the operation of the "multi-regulation" information platform.
Safeguard measures for intransitive verbs

Relying on the information platform, improve the system of declaration and approval of construction projects, establish a "one form" declaration and approval model, reduce the time limit for approval, and improve the efficiency of approval. Incorporate ecological protection red line and urban development boundary control line into the management mechanism, establish departmental business linkage system, monitoring and assessment system, dynamic updating and maintenance system, and optimize the construction project approval system.
(four) the implementation of financial security. "Multi-regulation integration" planning, information platform construction and other related work funds need about180,000 yuan, which will be included in the fiscal year budget of the municipal government and paid in three years. Guangxi issued the second pilot work plan of "multi-regulation integration"
A few days ago, the government of Guangxi Zhuang Autonomous Region officially issued the "Pilot Work Plan of Multi-planning Integration in Guangxi Provincial Spatial Planning", which clarified the guiding ideology, objectives, tasks, main measures, task division and time requirements of the pilot work of "Multi-planning Integration".
The main goal and task of Guangxi's "multi-planning integration" pilot project is to build a national provincial-level spatial planning "multi-planning integration" demonstration zone, form a replicable and scalable experience, and try first for the promotion of "multi-planning integration" in the whole country. The government of the autonomous region requires that before the end of June, 20**, the general ideas and countermeasures for Guangxi to carry out the national "multi-regulation integration" reform should be studied and put forward, and a series of achievements such as pilot scheme, special research, pilot scheme of "one district and three counties" spatial planning, basic information technology regulations and platforms should be summarized and reported to the National Development and Reform Commission and the State Bureau of Surveying and Mapping Geographic Information. In order to strengthen the organization and leadership of the pilot work, Guangxi Zhuang Autonomous Region set up a pilot work leading group, headed by Chen Wu, chairman of the autonomous region.
According to the division of responsibilities of the pilot work, the Surveying and Mapping Geographic Information Bureau of Guangxi Zhuang Autonomous Region is mainly responsible for studying and formulating the technical specifications of the basic information platform for spatial planning, and providing technical support for the pilot cities and counties to delimit various spaces and boundaries. At the same time, he is responsible for major research topics such as "unified technical support for information systems" and "delineation of three types of space and red lines in towns, farmland, ecology and forestry".
Guangxi is one of the four pilot provinces of "multi-regulation integration" in national spatial planning. At the beginning of March, the National Development and Reform Commission, the State Bureau of Surveying and Mapping Geographic Information and the government of Guangxi Zhuang Autonomous Region signed the Cooperation Agreement on Promoting the Pilot Work of "Multi-regulation Integration" of Provincial Spatial Planning in Guangxi. At present, the pilot work is progressing smoothly with the guidance and help of the National Development and Reform Commission and the National Bureau of Surveying and Mapping Geographic Information. It is expected that relevant results will be submitted as scheduled before the end of June.
