(4) The chairman or general manager of the enterprise shall also serve as the director of the technology center, and shall have strong market awareness and innovation awareness to create good conditions for the construction of the technology center.
(5) Have high investment in research and development, with annual research and test development expenditures of no less than 3 million yuan; have technical leaders with high technical level and rich practical experience, who are dedicated to research and test .The number of development personnel is generally no less than 30 (no less than 20 for enterprises whose main business belongs to strategic emerging industries).
(6) Have relatively complete research, development and testing conditions, the original value of technology development instruments and equipment is not less than 3 million yuan; have good technology accumulation, pay attention to the development of cutting-edge technology, and have the ability to carry out high-level The ability of technological innovation activities.
(7) An enterprise shall not have the following circumstances within two years before the deadline for application acceptance:
1. Violating the Tax Collection and Administration Law and relevant laws and administrative regulations constitutes tax evasion, fraudulent export tax refunds and other serious tax violations;
2. Violating customs laws and relevant laws and administrative regulations, constituting smuggling, subject to criminal or administrative penalties, or subject to administrative penalties for serious violations of customs supervision regulations;
