Article 5 People's governments at or above the county level shall incorporate standardization work into the national economic and social development plan at the same level, and include standardization work funds into the budget at the same level.

The standardization administrative departments of the people's governments at the prefecture level and above shall uniformly manage the standardization work within their respective administrative regions in accordance with their statutory responsibilities. Article 7 The relevant administrative departments of the Provincial People's Government shall divide the work to manage the standardization work of their own departments and industries, and perform the following duties:
(1) Carry out standardization research, propose standardization needs, and formulate standards for their own departments and industries. Relevant administrative departments of the people's governments at the prefecture level and above at the municipal and county levels manage the standardization work of their own departments and industries within their own administrative regions in accordance with the statutory division of responsibilities. Article 9 The standardization administrative department of the Provincial People's Government shall commend and reward units and individuals that have made outstanding achievements in standardization work in accordance with relevant national regulations.
The science and technology department of the Provincial People's Government shall include standard innovation achievements that create significant economic and social benefits into the scope of the province's science and technology awards.
Encourage enterprises, social groups, education and scientific research institutions, etc., to incorporate the development of participation standards into individual professional title evaluation indicators and individual work performance assessment indicators based on the actual conditions of the unit, as a basis for applying for professional technical qualifications and work performance assessment. Chapter 2 Formulation of Standards Article 10 The formulation of local standards, group standards and enterprise standards shall comply with the provisions of laws, regulations and rules and shall not be lower than the technical requirements of mandatory standards.
It is prohibited to use standards to implement behaviors that exclude or restrict market competition, such as hindering the free circulation of goods and services. Article 11 In order to meet special technical requirements such as local natural conditions, customs and habits, geographical indication products, or where it is necessary to unify technical requirements in the fields of social management, public services, etc., local standards may be formulated.
Local standards shall not be formulated for the technical requirements of general industrial products. Those that meet the needs of market competition and innovative development can be formulated by market entities, and local standards are generally not formulated. Article 12 The standardization administrative department of the Provincial People's Government is responsible for organizing the formulation of local standards. With the approval of the standardization administrative department of the provincial people's government, the standardization administrative department of the municipal people's government at or above the prefecture level may organize the formulation of local standards for their respective administrative regions.
If laws, administrative regulations and decisions of the State Council otherwise provide for the formulation of mandatory standards, such provisions shall prevail.
