On August 30th, the Intellectual Property Office of Liaoning Province, together with the Provincial Department of Finance, organized a review meeting of the 20 15 provincial patent technology industrialization funded projects, and invited Wang Tianran, academician of China Academy of Engineering, Han Enhou, president of Shenyang Branch of Chinese Academy of Sciences, Evonne, president of Northeastern University and other top scientific and technological experts in relevant fields in our province to conduct expert review on the shortlisted projects.
The provincial special fund for patent technology industrialization mainly supports the scientific and technological innovation achievements of small and medium-sized enterprises, special new technologies and products, excellent patented technologies with independent intellectual property rights and in line with the development policy of strategic emerging industries in our province, and adopts the principle of enterprise declaration and merit-based funding. This year, 57 projects were selected, involving optics, mechatronics, biomedicine, chemistry and other fields. On the basis of expert review, the provincial intellectual property office will inspect the specific industrialization conditions, project development and intellectual property work of the enterprise, and finally determine the funding list. Each aided enterprise will receive a maximum subsidy of 500,000 yuan.
Most of this year's participating projects have the characteristics of high efficiency, environmental protection, independent intellectual property rights and broad market prospects. For example, Shenyang Huade Haitai Electric Appliance Co., Ltd. is the first enterprise in China to carry out carbon footprint certification. Zhang Jiaosuo, chief engineer of the company, said that applying their products in power transmission and substation is equivalent to reducing 400 tons of carbon dioxide emissions a year.
According to Wang Yuhui, deputy director of the Provincial Intellectual Property Office, in recent years, our province has gradually increased its financial support for approved patent projects, and the total amount of funding has increased from 5 million yuan in 1999 to 30 million yuan at present. Since 16, our province has provided about 280 million yuan in financial support for 9 18 patent projects, which has accelerated the transformation of scientific and technological innovation achievements into the market, and a large number of small and medium-sized enterprises have developed rapidly by using independent intellectual property rights. By the end of 20 14, there were 2287 enterprises with effective invention patents in our province, and the number of effective invention patents owned by enterprises in our province reached 8722, and the patent conversion rate of enterprises was about 25% to 30%.
