The term "enterprise technological innovation" as mentioned in these Regulations refers to the activities that enterprises provide new technologies, new processes, new materials, new products, new equipment and new services through research and development, achievement transformation or application innovation of existing technologies, and realize their market value. Article 3 This province adheres to the strategy of innovation-driven development, improves the innovation consciousness and motivation of enterprises, enhances the innovation ability and market competitiveness, and builds a technological innovation system with enterprises as the main body, market as the guidance and deep integration of Industry-University-Research.
Enterprise technological innovation should adhere to the principle of taking enterprises as the main body, government guidance and support, and the participation of the whole society. Article 4 Enterprises shall enjoy the autonomy in technological innovation decision-making, R&D investment, organization of R&D activities and transformation of achievements. Fifth people's governments at or above the county level shall be responsible for guiding and coordinating the technological innovation of enterprises within their respective administrative areas.
The competent departments of industry and informatization, development and reform, science and technology of the people's governments at or above the county level shall do a good job in relevant work within the scope of their respective duties. Article 6 Institutions of higher learning, scientific research institutions, various trade associations and social service institutions are encouraged to give full play to their own advantages and promote technological innovation of enterprises. Chapter II Guidance and Incentives Article 7 The people's governments at or above the county level shall incorporate the technological innovation of enterprises into the national economic and social development plan, strengthen the guidance of technological innovation of enterprises, and formulate and implement relevant policies and measures. Article 8 People's governments at or above the county level shall, by formulating policies on industry, finance, energy and environmental protection, guide and promote enterprises to research and develop new technologies, new products and new processes, carry out technological transformation and equipment renewal, eliminate backward equipment and processes, support green technological innovation and the development of strategic emerging industries, accelerate the cultivation of new kinetic energy and build a modern industrial system. Article 9 The people's governments at or above the county level and their relevant departments shall improve the supporting policies and incentive measures for technological innovation of enterprises, strengthen the integration of information resources, make overall arrangements for various supporting funds, and promote enterprises to enhance their technological innovation capabilities.
The people's governments at or above the county level shall establish a linkage and cooperation mechanism for enterprise technological innovation, strengthen organizational leadership, overall planning and policy research, and promote enterprise technological innovation. Tenth people's governments at or above the county level shall determine a certain proportion of special funds for scientific and technological progress, innovation and entrepreneurship, and encourage and support technological innovation activities of enterprises.
The municipal people's governments of provinces and districts shall set up special funds for industrial transformation and upgrading (technological transformation) and determine a certain proportion to support technological innovation activities of enterprises. Article 11 People's governments at or above the county level can guide social funds to invest in technological innovation activities of enterprises such as research and development, pilot test, popularization and application of new technologies through funds and interest subsidies. Twelfth people's governments at or above the county level shall establish and improve the incentive mechanism for R&D investment of enterprises, and may subsidize the R&D funds of enterprises in the previous year.
Encourage enterprises to gradually increase investment in technological innovation according to their own development needs, and encourage qualified enterprises to establish a research and development reserve system. The R&D investment cost of high-tech enterprises and technology center enterprises above the provincial level shall not be lower than the relevant standards of the state and this province.
For enterprises to take the lead or participate in major national science and technology projects, provincial finance can reward them according to a certain proportion of the amount of state support. Thirteenth enterprises can establish research and development institutions through self-construction, merger or acquisition.
Encourage and support small and medium-sized enterprises to jointly establish research and development institutions with other enterprises or institutions of higher learning and scientific research institutions.
Enterprises above designated size applying for technical innovation fund support must have R&D institutions.
The local people's government can give financial support to enterprises outside the province to set up R&D institutions, R&D headquarters and industrial design institutions with independent legal personality and in line with the industrial development direction of the province. Article 14 Enterprises are encouraged to establish innovation platforms such as enterprise technology centers, engineering research centers, key laboratories and technology innovation centers, and support enterprises to take the lead in setting up R&D organizations such as industrial design centers, industrial innovation centers, manufacturing innovation centers and industrial technology research institutes.
For innovation platforms and R&D organizations, certain financial subsidies shall be given in accordance with the relevant provisions of the state and this province. Fifteenth people's governments at or above the county level and their relevant departments shall encourage the development of industrial design industry, improve the independent innovation ability of industrial design, and enhance the development level of industrial design industry.
The provincial finance arranges special funds to support the development of industrial design. The municipal people's government with districts shall set up corresponding special funds for industrial design and development. Encourage the establishment of industrial design development funds. Sixteenth encourage enterprises to use intellectual property rights to participate in market competition, cultivate the ability of collaborative use of intellectual property rights in key links of the industrial chain, build a public service platform for intellectual property rights operation, promote enterprise patent pledge financing, and promote the use of intellectual property rights. Article 17 Establish and improve a policy system that conforms to international rules and supports the procurement of innovative products and services, try out a long-term government procurement system for innovative products and services, and strengthen two-way support for innovative product development enterprises and users.
The people's governments at or above the county level and their relevant departments shall encourage and guide enterprises to develop and apply new products and technologies. Enterprises participating in the selection of outstanding industrial new products and technologies in Hebei Province can be used as an important basis for the assessment, promotion, professional title evaluation and employment of major R&D personnel.
